FAC-008-5

Facility Ratings

FAC-008-5 requires Generator Owners to document how the Facility Ratings of their generating Facilities are determined, to keep those ratings consistent with that documentation or methodology, and, where the Generator Owner owns equipment between the main step up transformer and the point of interconnection, to give the ratings and the identity of the most limiting equipment to the Reliability Coordinators, Planning Coordinators, Transmission Planners, Transmission Owners and Transmission Operators that request them. A Facility Rating must not exceed the most limiting applicable Equipment Rating of the equipment that makes up the Facility.

Who it applies to

  • Generator Owners, for their solely and jointly owned generator Facilities up to the low side terminals of the main step up transformer if they do not own it, or up to its high side terminals if they do (R1).
  • Generator Owners that own equipment between that point and the point of interconnection with the Transmission Owner (R2, and R8 for Generator Owners subject to R2).
  • Transmission Owners, which have their own methodology requirement (R3).
  • Category 2 Generator Owners and Generator Operators of non-BES inverter-based resources are not subject to FAC-008-5 unless a later revision of the standard includes them.

Key dates

  • October 1, 2021: effective date of FAC-008-5, which retired Requirement R7 of FAC-008-3 and kept R8.

Requirements

What each requirement asks for, in plain English.

R1 · Document how your generator Facility Ratings are determined

What it means. Each Generator Owner has documentation for determining the Facility Ratings of its solely and jointly owned generator Facilities up to the low side terminals of the main step up transformer if it does not own that transformer, or the high side terminals if it does. The documentation contains the assumptions used to rate the generator and at least one of: design or construction information (design criteria, manufacturer ratings, drawings or specifications, engineering analyses, methods consistent with industry standards such as ANSI and IEEE, or a verified established engineering practice), or operational information (commissioning test results, performance testing or historical performance records, which may be supplemented by engineering analyses). It must be consistent with the principle that Facility Ratings do not exceed the most limiting applicable Equipment Rating.

Evidence an auditor expects. Documentation that shows how the Facility Ratings were determined, kept current with any modifications in force since the last audit.

R2 · Facility Ratings methodology to the point of interconnection

What it means. Each Generator Owner has a documented Facility Ratings methodology for its solely and jointly owned equipment between the R1 location and the point of interconnection with the Transmission Owner. The methodology must be consistent with manufacturer ratings, an open-process industry standard such as IEEE or CIGRE, or a practice verified by testing, performance history or engineering analysis. It identifies how the rating standards used, manufacturer ratings, ambient conditions and operating limitations were considered; states that a Facility Rating respects the most limiting applicable Equipment Rating; and describes the rating process for equipment including at least conductors, transformers, relay protective devices, terminal equipment, and series and shunt compensation devices, covering at minimum Normal and Emergency Ratings.

Evidence an auditor expects. The documented Facility Ratings methodology containing every item in Parts 2.1 through 2.4, plus any versions in force since the last audit.

R6 · Ratings consistent with the documentation

What it means. Each Generator Owner has Facility Ratings for its solely and jointly owned Facilities that are consistent with its R1 documentation or its R2 methodology.

Evidence an auditor expects. Evidence that the Facility Ratings are consistent with the R1 documentation or the R2 methodology, with current ratings and any changes kept for three calendar years.

R8 · Provide ratings and limiting equipment on request

What it means. Each Generator Owner subject to R2 provides requested information, for existing, new, modified and re-rated Facilities, to its associated Reliability Coordinators, Planning Coordinators, Transmission Planners, Transmission Owners and Transmission Operators. As scheduled by the requester, that is the Facility Ratings and the identity of the most limiting equipment. Within 30 calendar days, or a later date the requester sets, for a requested Facility whose Thermal Rating limits the requester's use of Facilities by causing an Interconnection Reliability Operating Limit, a limitation of Total Transfer Capability, an impediment to generator deliverability or an impediment to service to a major load center, it also provides the next most limiting equipment and its Thermal Rating.

Evidence an auditor expects. A dated electronic note or comparable evidence that the ratings and limiting equipment were provided to each requester, kept for three calendar years.

For inverter-based plants

FAC-008-5 does not name inverters or collector systems, so for an inverter-based plant the R1 documentation and R2 methodology should say plainly where the main step up transformer boundary sits and how inverter, collector circuit and transformer limits were considered.
