PRC-002-5

Disturbance Monitoring and Reporting Requirements

PRC-002-5 requires sequence of events recording, fault recording and dynamic disturbance recording at selected Bulk Electric System buses and Elements, synchronized to UTC, provided on request and restored when it fails. Transmission Owners identify the buses and Reliability Coordinators identify the Elements that need dynamic disturbance recording; Generator Owners then have the data for their own Elements at those buses and for their Elements identified for DDR. Inverter-Based Resources are excluded and are covered by PRC-028-1.

Who it applies to

  • Reliability Coordinators, Transmission Owners and Generator Owners.
  • Facilities: BES Elements, excluding Inverter-Based Resources. Disturbance monitoring for Inverter-Based Resources is addressed in PRC-028.
  • R1 and R6 apply to Transmission Owners, R5 to Reliability Coordinators and R7 to Generator Owners; R2 to R4 and R8 to R13 apply to Transmission Owners and Generator Owners.
  • Category 2 Generator Owners of non-BES inverter-based resources are not subject to PRC-002-5: its Facilities are BES Elements, and it excludes Inverter-Based Resources, whose disturbance monitoring is in PRC-028-1.

Key dates

  • April 1, 2025: effective date. PRC-002-4 was retired immediately before it. The implementation plan gives no additional time because the change only clarifies that Inverter-Based Resources are excluded and requires no new equipment.
  • Within 3 calendar years of a notification: have SER or FR data within 3 calendar years of a bus re-evaluation or notification under R1 Part 1.3, and DDR data within 3 calendar years of a DDR notification under R5 Part 5.4 (R13).

Requirements

What each requirement asks for, in plain English.

R1 · Identify buses for SER and FR (Transmission Owner)

What it means. Identify the BES buses that need sequence of events recording (SER) and fault recording (FR) data using the Attachment 1 methodology; within 90 calendar days notify the other owners of BES Elements directly connected to those buses that SER or FR data is required, but only if the Transmission Owner does not have that data itself; and re-evaluate all BES buses at least once every five calendar years.

Evidence an auditor expects. A dated list of identified buses, dated evidence of the notifications, and evidence that all buses were re-evaluated within the required interval.

R2 · Sequence of events recording

What it means. Have SER data for circuit breaker position (open/close) for each circuit breaker the entity owns that is directly connected to the identified buses and associated with the BES Elements at those buses.

Evidence an auditor expects. Documents describing device interconnections and configurations (a single design standard may represent common installations), actual data recordings, or station drawings.

R3 and R4 · Fault recording

What it means. For each triggered fault record on owned BES Elements directly connected to the identified buses, have data to determine phase-to-neutral voltage for each phase of each identified bus, and each phase current plus residual or neutral current for transformers with a low-side operating voltage of 100 kV or above and for Transmission Lines. Records include at least two cycles before the trigger and 30 cycles in total, or at least two cycles before the trigger, the first three cycles after it and the final cycle of the fault. The recording rate is at least 16 samples per cycle, with triggers for at least neutral (residual) overcurrent and phase undervoltage or overcurrent.

Evidence an auditor expects. Documents describing device specifications, configuration or settings, actual data recordings or derivations, or station drawings.

R5 · Identify Elements for DDR (Reliability Coordinator)

What it means. Identify the BES Elements that need dynamic disturbance recording (DDR), including synchronous generating resources with a gross individual nameplate rating of 500 MVA or more, or 300 MVA or more where the plant aggregate is 1,000 MVA or more; an Element that is part of a stability-related SOL; HVDC terminals of 300 MVA or more; Elements that are part of an IROL; and an Element in an area with an in-service UVLS program. Coverage is at least one Element, plus one per 3,000 MW of historical simultaneous peak System Demand. Notify owners within 90 calendar days and re-evaluate at least every five calendar years.

Evidence an auditor expects. A dated list of identified Elements, evidence of re-evaluation, and dated evidence of notification to each owner.

R6 and R7 · DDR quantities

What it means. For each notified Element it owns, the Transmission Owner (R6) and the Generator Owner (R7) have DDR data for voltage, the matching current, three-phase Real Power and Reactive Power flows for circuits where current is measured, and frequency. For Generator Owners the voltage is one phase-to-neutral, phase-to-phase or positive sequence voltage at the high or low side of the generator step-up transformer.

Evidence an auditor expects. Documents describing device specifications and configurations (a single design standard may represent common installations), actual data recordings or derivations, or station drawings.

R8 and R9 · DDR recording and sampling

What it means. Record DDR data continuously and store it. Equipment installed before the PRC-002-2 effective date (July 1, 2016 in the U.S.) that cannot record continuously may use triggered records of at least three minutes, with at least one of the off-nominal frequency, rate of change of frequency or undervoltage triggers specified in R8. Input sampling is at least 960 samples per second and output recording at least 30 times per second.

Evidence an auditor expects. Dated device specifications, configuration or settings, and actual data recordings.

R10 · Time synchronization

What it means. Synchronize all SER, FR and DDR data to UTC, with or without a local time offset, with device clock accuracy within plus or minus 2 milliseconds of UTC.

Evidence an auditor expects. Device specification, configuration or settings, time synchronization indication or status, or station drawings.

R11 · Data on request

What it means. Provide SER, FR and DDR data on request to the Reliability Coordinator, Regional Entity or NERC. Data is retrievable for 10 calendar days, inclusive of the day it was recorded, and is provided within 30 calendar days of a request unless the requester grants an extension. SER goes in CSV per Attachment 2; FR and DDR in CSV with headers or COMTRADE (IEEE C37.111-1999 or later); file names follow COMNAME (IEEE C37.232-2011 or later).

Evidence an auditor expects. Dated transmittals with the formatted records, documents describing data storage capability and device specification, configuration or settings, or actual data recordings.

R12 · Restore failed recording

What it means. On discovering a failure of SER, FR or DDR recording capability, restore it within 90 calendar days, or submit a Corrective Action Plan to the Regional Entity within 90 calendar days and implement it on its timeline.

Evidence an auditor expects. Dated reports of the failure discovery, documentation of the restoration date, SCADA records, or dated CAP transmittals to the Regional Entity with evidence the CAP was implemented.

R13 · Equip after re-evaluation

What it means. Within three calendar years of completing a re-evaluation or receiving notification under R1 Part 1.3, have SER or FR data as applicable for BES Elements directly connected to the identified buses; within three calendar years of notification under R5 Part 5.4, have DDR data for the Elements identified.

Evidence an auditor expects. Dated letters, emails, drawings or settings files.

For inverter-based plants

PRC-002-5 excludes Inverter-Based Resources from its Facilities; disturbance monitoring for them is covered by PRC-028-1.
