Unexpected Inverter-Based Resource Event Mitigation
PRC-030-1 requires the Generator Owner of an applicable inverter-based resource to run a documented process that identifies unexpected losses or changes in Real Power output, and to analyze each identified event, or each Disturbance its Reliability Coordinator, Balancing Authority or Transmission Operator asks about, within 90 calendar days. Where the analysis finds a performance issue that needs corrective action, the Generator Owner develops a Corrective Action Plan or a technical justification within 60 calendar days and carries out the plan.

Requirements
What it means. Implement a documented process to identify any complete facility loss of output, or any change in Real Power output of at least 20 MW and at least 10 percent of the plant's gross nameplate rating occurring within a 4 second period. Excluded are changes from intermittent primary energy source availability (such as changes in wind speed or solar irradiance); resource dispatch, ramping, planned outages or planned testing; a Transmission or collection system loss that, by configuration, disconnects the Inverter-Based Resource; and Real Power reduction due solely to a Protection System Misoperation being analyzed and corrected under PRC-004.
Evidence an auditor expects. The documented process, evidence that it was implemented, actual data recordings, and identification of the plant's gross nameplate rating.
What it means. Within 90 calendar days of an event identified under R1, or of a request from the associated Reliability Coordinator, Balancing Authority or Transmission Operator that identified a Disturbance and a change in the resource's Real Power output, analyze the facility's performance during the event: determine the root cause(s) of the change in Real Power output, document the facility's Ride-through performance including its Reactive Power response, assess any performance issues and whether corrective actions are needed, and determine whether the root cause(s) apply to the Generator Owner's other Inverter-Based Resource facilities. Provide the results to the requesting Reliability Coordinator, Balancing Authority or Transmission Operator on request.
Evidence an auditor expects. Dated documentation of the analysis, which may include the analysis report, actual data recordings or derivations, device specifications and device configuration or settings, and plant configuration.
What it means. If the R2 analysis identified performance issues and a need for corrective actions, then within 60 calendar days of completing that analysis develop either a Corrective Action Plan (CAP) for the identified Inverter-Based Resource(s), including other applicable facilities owned by the Generator Owner as identified in R2, or a technical justification addressing why corrective actions will not be implemented. Provide it to the associated Reliability Coordinator, Balancing Authority and Transmission Operator.
Evidence an auditor expects. The dated CAP or technical justification, and evidence of its transmittal to the Reliability Coordinator, Balancing Authority and Transmission Operator.
What it means. For each CAP developed under R3, implement it, update it if actions or timetables change, and notify each associated Reliability Coordinator when CAP actions or timetables change and when the CAP is completed.
Evidence an auditor expects. Dated documentation such as the CAPs, project or work management records, settings sheets, work orders, maintenance records, communication with equipment manufacturers, and communication with each associated Reliability Coordinator about implementing, updating or completing the CAP.
