Disturbance Monitoring Equipment Implementation Support

Project management for executing disturbance monitoring recommendations: equipment options, installation coordination and configuration validation to meet NOGRR 255 and PRC-028-1.

About this module

What this module covers.

We provide project management support to help you execute disturbance monitoring recommendations at each plant, including coordination of equipment options, equipment installation, and configuration and validation of disturbance monitoring equipment (DME) to meet ERCOT Nodal Operating Guide Revision Request (NOGRR) 255 and NERC PRC-028-1 obligations.

This work is intended to accelerate short-term readiness for the disturbance monitoring requirements (locations, measurements, recording, retention, and data delivery workflows), while establishing a repeatable, audit-ready process that can be scaled across your fleet.

NOGRR 255 revised ERCOT Nodal Operating Guide Section 6.1 for generation resources and energy storage resources, including equipment location, data, recording, retention, reporting, and maintenance/testing requirements. PRC-028-1 establishes similar disturbance monitoring obligations for applicable inverter-based resources (IBRs).

The project management support will be performed in accordance with the following reference documents and requirements:

1. ERCOT Nodal Operating Guide Section 6.1, Disturbance Monitoring Requirements (as revised by NOGRR 255)

2. NOGRR 255 implementation plan and associated ERCOT guidance for disturbance monitoring equipment (DME)

3. NOGRR 279 - Deadline Extensions for Recording Equipment Installations

4. NERC Reliability Standard PRC-028-1 (Disturbance Monitoring and Reporting Requirements for Inverter-Based Resources)

5. Plant-specific single-line diagrams, protection and metering one-lines, and as-built drawings (available revisions)

6. Plant-specific NOGRR 255 and PRC-028-1 compliance assessment reports

7. Original equipment manufacturer (OEM) and vendor manuals for digital fault recorders (DFRs), sequence of events recorders (SERs), phasor measurement units (PMUs), relays and intelligent electronic devices (IEDs), data concentrators, and time synchronization equipment

8. Plant networking/communications architecture and cybersecurity access requirements for data extraction and retention

Support services

What GridStrong does inside this module.

  • Task 1: Project Management (PM) support for DME Implementation planning, vendor coordination, and installation/configuration
    • Confirm the plant-specific compliance scope and implementation priorities based on prior NOGRR 255 and PRC-028-1 compliance assessment reports; develop a coordinated execution plan, including:
      • DME inventory confirmation and location/measurement mapping against required points
      • Bill of materials (BOM) refinement and vendor and engineering, procurement and construction (EPC) contractor action list for any equipment additions or modifications
      • Configuration updates/modifications for monitoring equipment (DFRs, relays, PMUs, etc.), time synchronization, and data channels
      • Implementation schedule aligned to vendor lead times, outage windows, and compliance deadlines
      • Options available to you for complying with NOGRR 255 and PRC-028-1 at each plant
    • Develop an implementation package of required field changes for vendor execution and your review, including as required:
      • Single-line markups and point lists (current and voltage transformer sources, channel naming, and measurement definitions)
      • Settings and configuration checklist for triggering, sampling, resolution, and retention targets
      • Compliance verification checklist, including evidence capture requirements for audit readiness
      • DME maintenance and testing plan aligned to NOGRR 255 and PRC-028-1 requirements
    • Support you and your vendors during installation and configuration by reviewing proposed settings files, point lists, and recorder configurations.
    • Coordinate commissioning and verification activities to confirm required channels are recorded, retained, and retrievable within required timelines.
    • NOTE: Vendor lead times, planned outage windows, and site access constraints may affect the schedule. You are responsible for contracting and directing field services and equipment vendors.
  • Task 2: NOGRR 255 and PRC-028-1 Compliance evidence closeout following final installations and configurations of DME Implementation
    • Review and record final as-left configuration records for all applicable DME devices (DFRs, relays, clocks, etc.) and associated data retention/storage systems.
    • Validate that disturbance monitoring workflows (event capture, retrieval, and internal notification) are operational and repeatable.
    • Maintain an issues log/corrective actions tracker.
    • Support coordination meetings or calls with your team, OEMs, and vendors as needed to close implementation items.
    • Provide a closeout briefing and deliver the audit-ready package for your records (final updated NOGRR 255 and PRC-028-1 compliance reports).

Final deliverables

  • Implementation plan and schedule with compliance milestones (per plant)
  • DME location/measurement map and point/channel list (per plant)
  • Configuration and settings verification checklist (triggering, resolution, retention)
  • Maintenance/testing plan aligned to applicable requirements
  • Corrective actions log and status tracker
  • Audit-ready evidence package (final NOGRR 255 and PRC-028-1 compliance reports)

What we need from you

  • Plant single-line(s) and relevant one-lines (protection, metering, communications) identifying required measurement points
  • Existing DME information: make/model, firmware, settings exports (if available), channel lists, and current retention/storage details
  • Planned upgrade/install plan and vendor contacts (EPC, relay/controls integrator, recorder/PMU vendor)
  • Access to sample event files (if available) to validate data resolution, time sync, retrieval, and reporting workflows

Assumptions and considerations

How the scope is bounded.

  • We will use engineering judgment and industry best practices to support the implementation of disturbance monitoring recommendations; final design and installation are performed by you and your contractors.
  • You supply required site documentation and stakeholder access in a timely manner (OEMs, EPC contractors and integrators, and plant operations).
  • Any required plant outages, switching, or site access needed for installation and commissioning are arranged by you.
  • Remote connectivity for reviewing configurations and retrieving event data will be provided where feasible, subject to your cybersecurity requirements.
  • This scope includes up to one hundred hours of support per plant. Additional hours are additional support, approved in writing.
  • This scope includes one primary coordination cycle with the OEM and up to two additional response cycles. Further rounds are additional support, approved in writing.
  • This scope does not include: procurement of equipment, field installation labor, wiring/termination, or panel fabrication (performed by you or your contractors); protection settings engineering, relay coordination studies, or changes to protective functions unrelated to disturbance monitoring recording; design/implementation of plant communications networks beyond providing requirements and reviewing vendor-proposed approaches; preparation or submission of any regulatory filings on your letterhead (you remain responsible for final compliance submissions and attestations).
