For plants with hardware limits on ride-through: the documented limitation, technical verification and submittal package for Requirement R4, including the eligibility record for long-lead projects.
About this module
Requirement R4 of NERC PRC-029-2 applies to Generator Owners whose inverter-based resources (IBRs) have known hardware limitations that prevent them from meeting the ride-through criteria in R1 to R3, where the IBR is in service by October 1, 2026, or enters service later with an interconnection agreement executed by October 1, 2026 and a procurement contract for the limiting hardware executed before September 1, 2025. You must document the IBR's facility name and NCR number, which ride-through requirements it cannot meet and the hardware's capability, and technical documentation that the hardware would need to be physically replaced and that software updates or setting changes cannot remedy the limitation, and share it with planners, operators and the Compliance Enforcement Authority (CEA). For IBRs in service by October 1, 2026 whose owner was already responsible for compliance, the implementation plan sets the submission date at 12 months after the PRC-029-2 effective date. You must also respond to any information requests within 90 days and notify relevant entities within 90 days if the limiting hardware is replaced, at which point the exemption ends.
This module covers preparing the Requirement R4 exemption request documentation and supporting evidence for submittal to the CEA, and digitizing the compilation of evidence for Requirement R4.
