EOP-004-4 Event Reporting Plan

The Event Reporting Operating Plan: reportable events, timely reporting actions and coordination with the appropriate entities.

About this module

What this module covers.

This module develops your compliance procedure for NERC EOP-004-4, event reporting, and applies it at each applicable plant. EOP-004-4 requires each Generator Owner and Generator Operator to maintain an Event Reporting Operating Plan that identifies reportable events, defines timely reporting actions, and coordinates reporting to the appropriate government agencies, operating entities, and regulatory entities (including NERC, E-ISAC, Regional Entity, and DOE via the OE-417 form). This module covers the development of the Event Reporting Operating Plan, pre-COD contact list preparation, and post-COD implementation at each plant.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready Event Reporting Operating Plan for meeting the EOP-004-4 requirements, working collaboratively across engineering, operations, field services, and compliance departments. This includes:
    • Identifying applicable assets, functions, SMEs, roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conduct a gap analysis comparing current practices versus the standard requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Develop clear step-by-step procedures for EOP-004-4 that align with internal controls and documentation policies, including event recognition, investigation, coordination with GO/GOP, and DOE OE-417 submission
    • Establish compliance timelines that align with standard implementation deadlines (24-hour / next business day)
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each plant, including site-specific notification contact lists (local first responders, law enforcement, BA/TOP/RC) and physical security inspection checklists
  • Conduct a thorough review of all existing plant data and documentation and compare against standard requirements and associated compliance procedures
  • Recommend changes needed to meet NERC EOP-004-4 requirements
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Event Reporting Operating Plan for EOP-004-4.
  • Compliance report per plant documenting methodology, findings, and recommendations, along with timelines to implement the necessary modifications where applicable.

What we need from you

  • Your site location, Balancing Authority, Transmission Operator, and Reliability Coordinator for each plant.
  • Local emergency responder and law enforcement contacts for each site.
  • Existing event reporting procedures, operator logs, DOE OE-417 submissions, and any prior evidence of reportable event submissions.

Assumptions and considerations

How the scope is bounded.

  • You supply all required documentation and access to your operations control center, field services, and compliance SMEs.
  • We will use engineering judgment and best practices to support compliance preparedness.
