EOP-012-3 Extreme Cold Weather Preparedness

Cold weather preparedness plans, freeze protection measures and the calculations and documentation the standard requires.

About this module

What this module covers.

This module develops your compliance procedure for NERC EOP-012-3, Extreme Cold Weather Preparedness and Operations, and applies it at each applicable plant. EOP-012-3 requires each Generator Owner to develop and implement plan(s) that mitigate the reliability impacts of extreme cold weather on its applicable generating units, including calculation of the Extreme Cold Weather Temperature (ECWT), identification of Generator Cold Weather Critical Components and freeze protection measures, annual training and inspections, and Corrective Action Plans following Cold Weather Reliability Events. This module covers developing the Cold Weather Preparedness Plan and implementing it at each applicable plant.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure and Cold Weather Preparedness Plan for meeting the EOP-012-3 requirements, working collaboratively across engineering, operations, field services, and compliance departments. This includes:
    • Identifying applicable assets, functions, SMEs, roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conduct a gap analysis comparing current practices versus the standard requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Develop clear step-by-step procedures for EOP-012-3 that align with internal controls and documentation policies, including ECWT calculation, annual inspection and maintenance, CAP development, and constraint declarations
    • Establish compliance timelines that align with standard implementation deadlines, including the 10/1/2027 COD threshold and five-year ECWT re-calculation cadence
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each plant, including generating unit cold weather data, ECWT calculations, freeze protection drawings, and annual inspection checklists
  • Conduct a thorough review of all existing plant data and documentation and compare against standard requirements and associated compliance procedures
  • Recommend changes needed to meet NERC EOP-012-3 requirements, including any Corrective Action Plans for missing or inadequate freeze protection measures
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Cold Weather Preparedness Plan and compliance procedure for EOP-012-3.
  • Compliance report per plant documenting ECWT calculation, identified Generator Cold Weather Critical Components and freeze protection measures, Corrective Action Plans, and recommended timelines.

What we need from you

  • Your generating unit specifications, location, commercial operation date (COD), and historical cold weather data.
  • Existing cold weather preparedness plans, inspection checklists, and maintenance records.
  • Historical Cold Weather Reliability Event records and any existing Corrective Action Plans.

Assumptions and considerations

How the scope is bounded.

  • You supply all required documentation and access to engineering, field services, and operations SMEs.
  • We will use engineering judgment and best practices to support compliance preparedness.
