FAC-008-5 Facility Ratings

A Facility Ratings Methodology and the ratings calculations for every BES element up to the point of interconnection.

About this module

What this module covers.

This module develops your compliance procedure for NERC FAC-008-5, Facility Ratings, and applies it at each applicable plant. FAC-008-5 requires the Generator Owner to establish a Facility Ratings Methodology and maintain Facility Ratings calculations for all BES Elements up to the POI with the Transmission Owner, ensuring the Facility Rating does not exceed the most limiting applicable Equipment Rating. Scope includes generators/inverters, conductors, transformers, relay protective devices, terminal equipment, and series and shunt compensation devices. This module covers development of the Facility Ratings Methodology and Workbook, and implementation at each applicable plant.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready Facility Ratings Methodology and compliance procedure for meeting the FAC-008-5 requirements, working collaboratively across engineering and compliance departments. This includes:
    • Identifying applicable assets, functions, SMEs, roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conduct a gap analysis comparing current practices versus the standard requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Develop clear step-by-step procedures and a Facility Rating Workbook for FAC-008-5 that align with internal controls and documentation policies
    • Establish compliance timelines that align with standard implementation deadlines, including 30-day response to limiting-equipment requests
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each plant, including equipment nameplate data, OEM specifications, protective relay settings, power plant controller settings, and commissioning/test results
  • Conduct a thorough review of all existing plant data and documentation and compare against standard requirements and associated compliance procedures
  • Recommend Facility Ratings and identify the most limiting equipment for each plant, coordinating with the Transmission Owner for agreement
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Facility Ratings Methodology and compliance procedure for FAC-008-5.
  • Completed Facility and Equipment Ratings Workbook per plant, with identified Facility Rating and most limiting element.
  • Compliance report per plant documenting methodology, findings, and recommendations.

What we need from you

  • Your equipment nameplate data and OEM specifications for generators/inverters, conductors, transformers, relays, terminal equipment, and compensation devices.
  • Protective relay settings, power plant controller settings, and commissioning/performance test results.
  • Existing Facility Ratings documentation and TO correspondence.

Assumptions and considerations

How the scope is bounded.

  • You supply all required documentation and access to engineering SMEs and TO interfaces.
  • We will use engineering judgment and best practices to support compliance preparedness.
