PRC-002-5 Disturbance Monitoring

Sequence of events, fault and dynamic disturbance recording requirements for applicable BES buses and elements, documented and evidenced.

About this module

What this module covers.

This module develops your compliance procedure for NERC PRC-002-5, Disturbance Monitoring and Reporting Requirements, and applies it at each applicable plant. PRC-002-5 requires the Generator Owner to ensure Sequence of Events Recording (SER), Fault Recording (FR), and Dynamic Disturbance Recording (DDR) data is available at BES buses and BES Elements identified by the TO, RC, or PC, time-synchronized to UTC within +/-2 milliseconds, and provided to NERC, the Regional Entity, and the RC on request. This module covers the development of the compliance procedure and implementation at each applicable plant (excluding inverter-based portions of generating Facilities meeting specific BES Inclusion criteria).

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-002-5 requirements, working collaboratively across engineering, field services, operations, and compliance departments. This includes:
    • Identifying applicable assets, functions, SMEs, roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conduct a gap analysis comparing current practices versus the standard requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Develop clear step-by-step procedures for PRC-002-5 that align with internal controls and documentation policies, including SER/FR/DDR device configuration, time synchronization, and data retention/retrieval
    • Establish compliance timelines that align with standard implementation deadlines, including 90-day restoration / CAP submission and 3-year data availability windows
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each plant, including notifications from the TO and RC identifying BES buses and Elements, current Disturbance Monitoring Equipment (DME) inventories, device configurations, and time-synchronization evidence
  • Conduct a thorough review of all existing plant data and documentation and compare against standard requirements and associated compliance procedures
  • Recommend changes needed to meet NERC PRC-002-5 requirements
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Compliance procedure for PRC-002-5.
  • Compliance report per plant documenting methodology, findings, DME inventory gaps, and recommendations.

What we need from you

  • TO and RC notifications identifying applicable BES buses and BES Elements for SER, FR, and DDR.
  • Your Disturbance Monitoring Equipment (DME) inventory, device specifications, configuration/settings, and time-synchronization status.
  • Station drawings, SCADA records, and any prior Corrective Action Plans related to PRC-002-5.

Assumptions and considerations

How the scope is bounded.

  • You supply all required documentation and access to engineering, field services, and operations SMEs.
  • We will use engineering judgment and best practices to support compliance preparedness.
