PRC-023-6 Transmission Relay Loadability

Load-responsive phase protection settings evaluated against loadability requirements on applicable lines.

About this module

What this module covers.

This module develops your compliance procedure for NERC PRC-023-6, Transmission Relay Loadability, and applies it at each applicable plant. PRC-023-6 requires Generator Owners with load-responsive phase protection systems applied at terminals of applicable transmission lines (operated at 200 kV and above, or selected by the Planning Coordinator (PC) under Attachment B) and transformers with low-voltage terminals at applicable voltage levels to set phase protective relays so they do not limit transmission system loadability while maintaining reliable protection for all Fault conditions. The module covers applicability determination, relay loadability analysis, and implementation at each applicable plant.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-023-6 requirements, working collaboratively across engineering and compliance departments. This includes:
    • Identifying applicable assets, functions, subject matter experts (SMEs), roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures, including use of Requirement R1 criteria 1 through 13
    • Conduct a gap analysis comparing current practices versus the standard requirements
    • Develop clear step-by-step procedures for PRC-023-6 that align with internal controls and documentation policies
    • Establish compliance timelines that align with standard implementation deadlines, including the 39-month window following PC notification under R6
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each applicable plant, including relay settings, circuit ratings, Facility Ratings, and correspondence with the PC, Transmission Owner (TO) and Reliability Coordinator (RC)
  • Conduct a thorough review of all existing plant data and documentation, perform relay loadability calculations per the chosen R1 criterion, and compare against standard requirements
  • Recommend changes needed to meet NERC PRC-023-6 requirements, including updates to Facility Ratings or annual circuit lists where criterion 2 or 12 is used
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Compliance procedure for PRC-023-6.
  • Compliance report per applicable plant documenting relay loadability calculations, findings, and recommendations.

What we need from you

  • Your protective relay settings, circuit ratings, and Facility Ratings.
  • PC notification under R6 identifying applicable circuits (if any).
  • Correspondence with PC, TO, and RC regarding circuit capability agreement.

Assumptions and considerations

How the scope is bounded.

  • The export-only gen-ties of many inverter-based resource (IBR) plants are excluded from applicability; in those cases the scope is limited to documenting non-applicability.
  • You supply all required documentation and access to engineering SMEs.
  • We will use engineering judgment and best practices to support compliance preparedness.
