PRC-026-2 Relay Performance During Power Swings

Evaluation of relay performance during stable power swings on notification from the Planning Coordinator or after a trip.

About this module

What this module covers.

This module develops your compliance procedure for NERC PRC-026-2, Relay Performance During Stable Power Swings, and applies it at each applicable plant. PRC-026-2 requires the Generator Owner, upon notification from its Planning Coordinator (or after a BES Element trip in response to a stable or unstable power swing), to evaluate within 12 full calendar months whether its load-responsive protective relays meet the Attachment B criteria, and if not, to develop a Corrective Action Plan within 6 full calendar months and implement it on the CAP's timetable. This module covers development of the compliance procedure and implementation at each applicable plant.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-026-2 requirements, working collaboratively across engineering and compliance departments. This includes:
    • Identifying applicable assets, functions, SMEs, roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conduct a gap analysis comparing current practices versus the standard requirements
    • Develop clear step-by-step procedures for PRC-026-2 that align with internal controls and documentation policies, including Attachment B evaluations and CAP development
    • Establish compliance timelines that align with standard implementation deadlines (12-month evaluation, 6-month CAP)
    • Define and determine specific compliance evidence per site

Task 2: Implementation of Compliance Procedure at each plant

  • Gather all applicable documentation, models, data, etc. for each applicable plant, including PC notifications, relay settings, and BES Element trip history
  • Conduct a thorough review of all existing plant data and documentation, perform the Attachment B evaluation, and compare against standard requirements
  • Recommend changes needed to meet NERC PRC-026-2 requirements, including any CAPs to modify relay settings or apply power swing blocking / power-swing-immune relays
  • Identify and explain the compliance timelines needed to implement recommended changes

Final deliverables

  • Compliance procedure for PRC-026-2.
  • Completed PRC-026-2 Attachment B Evaluation Forms per applicable BES Element.
  • Compliance report per applicable plant documenting methodology, findings, and recommendations.

What we need from you

  • PC notification identifying BES Elements that meet the PRC-026-2 R1 criteria.
  • Your load-responsive protective relay settings, apparent impedance characteristics, and relay models for applicable generators, transformers, and transmission lines.
  • Historical BES Element trip records in response to power swings.

Assumptions and considerations

How the scope is bounded.

  • You supply all required documentation and access to engineering SMEs.
  • We will use engineering judgment and best practices to support compliance preparedness.
