PRC-029-2 Ride-Through Design Evaluation

Ride-through capability, current and power priority and active power recovery modeled and verified against as-left settings, with the exemption path built into the same workflow.

About this module

What this module covers.

PRC-029-2, approved by FERC on September 30, 2026 and effective October 1, 2026, replaced PRC-029-1. It establishes ride-through requirements to support the bulk power system during and after defined frequency and voltage excursions. It requires Generator Owners to ensure the design and operation of applicable inverter-based resources (IBRs) such that each IBR meets or exceeds the ride-through requirements established. The requirements also require IBRs to be designed and operated with specific ride-through performance characteristics such as current/power priority mode, active power recovery response, etc. The standard allows exemptions, with sufficient technical justification and documentation, for hardware limitations at resources in service by October 1, 2026 and at qualifying long-lead projects.

This module conducts a detailed IBR ride-through evaluation and compiles the documentation that supports your compliance with NERC PRC-029-2.

Support services

What GridStrong does inside this module.

Task 1: Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-029-2 requirements, working collaboratively across engineering and compliance departments. This includes:
  • Identifying applicable assets, functions, subject matter experts (SMEs), roles, responsibilities, and ownership
  • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
  • Conduct a gap analysis comparing current practices versus the standard's requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
  • Develop clear step-by-step procedures for PRC-029-2 that align with internal controls and documentation policies
  • Establish compliance timelines that align with standard implementation deadlines
  • Define and determine specific compliance evidence per site

Task 2: IBR Plant PRC-029-2 Ride-Through Design Evaluation

  • Gather all applicable documentation, models, request-for-information (RFI) data from original equipment manufacturers (OEMs), etc., regarding plant as-left protection and control settings to understand the current ride-through capability and performance.
  • Conduct a review of each plant's as-left settings versus the applicable NERC PRC-029-2 voltage and frequency ride-through requirements.
  • Conduct a high-level review of the IBR plant dynamic models (to be used in simulation studies) to identify any blatant errors or discrepancies.
  • Conduct simulation studies using the provided models and verify compliance with different requirements outlined in NERC PRC-029-2 standard.
  • Recommend changes needed to meet NERC PRC-029-2 requirements, particularly software-based changes that could extend ride-through performance to comply with the requirements.
  • Identify and document any deficiencies or limitations (models or actual equipment) that will result in noncompliance with the new requirements and/or that may require exemption documentation and submittal.
  • Identify and explain the compliance timelines needed to implement recommended changes.
  • Prepare and compile the necessary documentation where exemptions will be needed outlining the hardware limitations identified.

Final deliverables

  • Task 1: Compliance procedure for NERC PRC-029-2.
  • Task 2: Compliance report per IBR plant documenting the assessment methodology, findings, conclusions and recommendations, as well as timelines to implement the necessary modifications where applicable. The report will include any needed exemptions, per Requirement R4.1 of PRC-029-2.

What we need from you

  • Single-line diagram of each plant.
  • Turbine/inverter datasheet including MVA ratings, PQ capability curves, voltage and frequency protection settings.
  • As-left settings for all protection and control from equipment, inverters, power plant controllers (PPCs), auxiliary reactive devices, balance of plant equipment, etc., including screenshots, photos, settings sheets, etc.
  • PSCAD or PSS/E models of the entire plant for each project including collector system, main power transformer, power plant controller, and all necessary control and protection.
  • User manuals and documentation, including instructions for setup and running the models.
  • Test reports or nameplate pictures of unit step up transformers and main station transformers, as well as the transformer load tap changer or de-energized tap changer (LTC/DETC) data sheet, as applicable.
  • Other information as requested.

Assumptions and considerations

How the scope is bounded.

  • The provided models are functional, validated to match the as-left equipment installed in the field, and tested with prior validation work.
  • We use engineering judgment and best practices to correct or otherwise provide guidance on model deficiencies we identify.
  • You supply all required models.
  • This scope includes one round of corrections with the developer or OEM to review and correct discrepancies; further rounds are additional support, approved in writing.
  • Co-located sites with separate controllers are treated as two separate IBR plants.
