SPP Interconnection Module Package

Model packages and study support through SPP's Consolidated Planning Process under Attachment AY, from the Interconnection Cluster Study Queue Cluster Window and short-circuit-ratio and critical-clearing-time screening to commercial operation.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests in the Southwest Power Pool (SPP) region, including the Western Interconnection footprint added by SPP's regional transmission organization expansion. Since March 1, 2026, new requests follow the Generator Connection Procedures in Attachment AY of the SPP Open Access Transmission Tariff under the Consolidated Planning Process (CPP), which replaced the Definitive Interconnection System Impact Study (DISIS) cluster process for new requests. A request enters during an Interconnection Cluster Study (ICS) Queue Cluster Window, is studied in a single-phase ICS that includes Short Circuit Ratio and Critical Clearing Time (SCRCCT) screening, and reaches a 20 Business Day Decision Point; requests at Planned Interconnection Locations then proceed to a CPP Generator Interconnection Agreement (CPP GIA), while requests at Unplanned Interconnection Locations go through an Interconnection Facilities Study, preceded by an ICS Restudy when SPP determines one is required. Inverter-based resources that fail SCRCCT screening also receive an SPP electromagnetic transient (EMT) study before Commercial Operation. This package covers the four stages below, from the Interconnection Request through post-commercial operation model updates.

Support services

What GridStrong does inside this module.

Stage 1: ICS Queue Cluster Window through the Interconnection Cluster Study and Decision Point

  • Support you through the CPP steps under Attachment AY: the ICS Queue Cluster Window, the ICS Review Period and model freeze, the ICS, and the Decision Point, including the technical data you deliver with the CPP Generator Interconnection Study Agreement before the window closes.
  • Review SPP's Hosting Capacity Tool results and SPP's Planned Interconnection Location postings for candidate Points of Interconnection (POI) to support your POI selection.
  • Develop plant-level models: a steady-state power flow model with the equivalent generator, main power and unit transformers, equivalent collector system with positive and zero sequence impedances and the tie line; positive-sequence root-mean-square (RMS) dynamic models in PSS/E format; and the sequence impedance data the Transmission Owner needs for short-circuit analysis in the Facilities Analysis.
  • Prepare the dynamic model set the applicable requirements call for at the Interconnection Request: under the current Attachment AY data form, a validated user-defined RMS model, a parameterized generic library RMS model and the phase-locked loop parameters; where SPP's Generating Facilities Modeling Requirements Manual, filed with the Federal Energy Regulatory Commission (FERC) in docket ER26-3625, applies, standard library models with a model quality and performance test report.
  • Where the SPP Generating Facilities Modeling Requirements Manual applies, perform the model quality and performance tests in its Section 5 (initialization, fault ride-through, small voltage and frequency disturbance, voltage or power factor and active power step response, high-voltage ride-through, low-voltage ride-through, high-frequency ride-through, low-frequency ride-through, protection verification, short circuit ratio and reactive power capability tests) at the manual's initial test conditions, and prepare the Model Performance Attestation Report.
  • Coordinate with inverter, turbine and plant controller manufacturers to obtain models, documentation, site-specific parameters and the model attestations SPP requires, and check that the models match the planned equipment and settings before the model freeze, since SPP uses your dynamic models as submitted and does not tune them during the study.
  • Review the ICS results, including steady-state, stability, SCRCCT screening, Facilities Analysis and Limited Operation results; identify modeling or data errors in the representation of your facility; and support your questions to SPP and mitigation discussions during the Facilities Analysis review and the Decision Point.
  • Prepare the updated technical data (generator impedances, dynamic response files, ratings and performance information) that you must supply within five Business Days after the Decision Point for permitted modifications, and support any technological advancement request you submit before the end of the Decision Point.

Stage 2: ICS Restudy, Interconnection Facilities Study and CPP GIA

  • Develop the site-specific user-defined model package after the Decision Point where the SPP Generating Facilities Modeling Requirements Manual applies: PSS/E and PSCAD user-defined models first, then the TSAT user-defined model, with the documentation and model checklists the manual requires.
  • Develop the PSCAD EMT model of each inverter-based resource to SPP's EMT Model Requirements, using manufacturer real-code models of the inverter and plant controller.
  • Benchmark the PSS/E and PSCAD model responses, and the standard library and TSAT models where the SPP Generating Facilities Modeling Requirements Manual applies, for each test on common axes, and document and justify any significant differences between models.
  • Where the SPP Generating Facilities Modeling Requirements Manual applies, repeat the model quality and performance tests with the site-specific short circuit ratio and X/R (reactance to resistance) ratio before the CPP GIA, and update the Model Performance Attestation Report.
  • Review the results of any ICS Restudy and of the Interconnection Facilities Study for requests at Unplanned Interconnection Locations, and respond to SPP and Transmission Owner data requests during those studies.
  • Develop a collector system load flow model and perform a reactive power study of the plant at low output and offline, to size the compensation you must provide to mitigate zero and low load reactive power identified in the Facilities Analysis or Facilities Study.
  • Where the SPP Generating Facilities Modeling Requirements Manual applies, support the initial Parameter Verification Report at the signed GIA by mapping model parameters to the manufacturer's planned settings and reviewing the manufacturer's report.
  • Prepare the model deliverables for CPP GIA execution under Attachment AY Section V.11.3: the EMT model for inverter-based resources when you elect the final detailed Generating Facility Design milestone, and the final Generating Facility model package once the revisions filed in docket ER26-3625 apply to your request.

Stage 3: SPP EMT Study, Construction and Commercial Operation

  • Support the SPP EMT study when an inverter-based resource fails SCRCCT screening: supply the PSCAD model and operating-mode and controller settings information SPP requests, review the EMT study results, and support the design of any mitigation that you must implement before Commercial Operation.
  • Where the SPP GI EMT Study Manual applies to a standalone electric storage resource with grid-forming controls, perform the PSCAD simulation tests and prepare the checklist SPP requires to demonstrate grid-forming conformity.
  • Update the plant models as detailed design and procurement change equipment, firmware, plant controller settings, transformer data or collector layout, and support you in assessing whether a change requires a modification request under Attachment AY Section V.4.4, which must include the resulting model updates.
  • Update the plant models to as-built parameters and, where the SPP Generating Facilities Modeling Requirements Manual applies, prepare the model verification package you submit no later than 60 calendar days before the Commercial Operation Date (COD), including updated models and a revised Model Performance Attestation Report where installed equipment or settings differ from the GIA-stage models.
  • Where that manual applies, review the manufacturer's as-built Parameter Verification Report against the submitted models and resolve or justify discrepancies.
  • Where that manual applies, run both the required and supplemental model quality and performance tests before Commercial Operation, since SPP may delay readiness for Commercial Operation if the plant fails any of them.

Stage 4: Post-Commercial Operation

  • Update the model set after any hardware, software, firmware, control mode or setting change that affects the facility's electrical output or dynamic performance and, where the SPP Generating Facilities Modeling Requirements Manual applies, update the Model Performance Attestation Report and prepare the as-left verification report you submit within 180 calendar days of the change.
  • Where that manual applies, support updated Parameter Verification Reports after parameter changes following Commercial Operation.
  • Prepare the generating unit modeling data you submit as Generator Owner for SPP's Model Development Advisory Group model builds under the SPP Model Development Procedure Manual.
  • Support your North American Electric Reliability Corporation (NERC) MOD-026-2 model verification by coordinating data and data formats with the Transmission Planner; MOD-026-2 took effect April 1, 2026 and replaced MOD-026-1 and MOD-027-1.
  • Support material modification evaluations and Generating Facility Modification, Generating Facility Replacement and Surplus Interconnection Service requests with updated models and model quality test results; SPP evaluates these requests under Attachment V, and any increase in injection capability needs a new Attachment AY Interconnection Request.

Assumptions and considerations

How the scope is bounded.

  • We provide the models compatible with the PSS/E version SPP designates at the time of each submittal, with the TSAT version SPP designates where the SPP Generating Facilities Modeling Requirements Manual applies, and with PSCAD version 5 or higher; SPP's EMT study uses the latest SPP version of PSCAD.
  • This module covers new requests under Attachment AY and the Consolidated Planning Process. Requests in DISIS clusters whose window closed before Attachment AY took effect continue under Attachment V and are outside this module. The one-time Expedited Resource Adequacy Study (ERAS) process is not available to new requests. Requests for Generating Facility Replacement, Generating Facility Modifications for an Existing Generating Facility, Surplus Interconnection Service and Interim Interconnection Service remain under Attachment V.
  • Which modeling requirements apply depends on FERC action on SPP's filing of the Generating Facilities Modeling Requirements Manual in docket ER26-3625 and on the ICS Queue Cluster Window you enter, since that manual and the SPP GI EMT Study Manual (accepted in docket ER26-3594) each apply to windows opening on or after their effective dates; we follow the requirements SPP applies to your request.
  • SPP's posted schedule shows the 2028 CPP ICS application window open since April 1, 2026 and closing January 11, 2027; SPP states these dates may change, and later windows follow the annual December 15 to February 15 window in the CPP Manual.
  • Model performance is assessed against the IEEE 2800-2022 requirements SPP has adopted in CPP GIA Appendix G, as in effect for your request.
  • For requests that interconnect to, or modify, a Western Area Power Administration (WAPA) Division's transmission facilities, the WAPA-Division performs the environmental review under the National Environmental Policy Act at your expense under an Environmental Review agreement, and the CPP GIA is subject to its completion; that review is outside this module. A non-PSS/E user-defined model required by an interconnecting Transmission Planner is outside this module unless added as additional support, approved in writing.
  • SPP performs the ICS, any ICS Restudy, the EMT study, the model evaluation and the Interconnection Facilities Study. You execute the CPP Generator Interconnection Study Agreement and, where they apply to your request, the SPP GI EMT Study Agreement and the SPP Generating Facilities Model Evaluation Agreement, and pay the associated deposits. We prepare the technical submittals; you submit them to SPP.
  • We rely on timely and accurate information from you, including manufacturer models and data, to meet SPP deadlines; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers.
  • We do not guarantee the accuracy or quality of any models supplied by the original equipment manufacturers (OEMs).
  • This scope includes one round of corrections with the OEMs and engineering, procurement and construction (EPC) contractors per model submittal; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where SPP documents leave methods or values open.
