PRC-002-5 Disturbance Monitoring Data Review

Recordings from your plant's transmission-connected elements checked against the standard's disturbance monitoring data requirements, and every gap recorded with its cause and fix.

About this module

What this module covers.

PRC-002-5 requires Transmission Owners and Generator Owners of identified Bulk Electric System (BES) Elements to have sequence of events recording (SER) data for circuit breaker position (R2); fault recording (FR) data with the required electrical quantities (R3), record length, a minimum recording rate of 16 samples per cycle, and trigger settings (R4); and, where notified by the Reliability Coordinator, dynamic Disturbance recording (DDR) data with the required quantities, recording, and sampling rates (R6 through R9). The data must be time synchronized to Coordinated Universal Time within plus or minus 2 milliseconds (R10) and be retrievable for 10 calendar days and provided within 30 calendar days of a request (R11). On discovering a failure of recording capability, the owner must restore it within 90 calendar days or submit a Corrective Action Plan to the Regional Entity (R12).

This module checks recordings from your plant's PRC-002-5 elements, such as the point-of-interconnection breaker and the main power transformer, against those data requirements and, when a check fails, records the gap, its cause, and the fix in an event review workflow and report. This module also develops your PRC-002-5 compliance procedure for data reviews.

Dashboard capabilities

  • Every Common Format for Transient Data Exchange (COMTRADE) record from your PRC-002-5 elements is checked against the SER, FR, and DDR requirements that apply to your plant: the recorded quantities, the recording rate, time synchronization, and the retention window.
  • Each check tells you whether it passed, failed, or could not be evidenced, with a one-line reason; a missing quantity or a recording rate below the requirement fails the matching check by name.
  • If your plant has no PRC-002-5 applicability on file, or is an inverter-based resource (IBR) plant with no identified element, you see that no review is needed and why.
  • From a failing check you open the PRC-002-5 event review workflow with the check results already filled in, and record the findings, the root cause, the corrective action with its schedule, and the supporting evidence in one place.
  • You receive a PRC-002-5 data review report in the same format as our other event review reports.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-002-5 requirements, working collaboratively across your engineering, operations, and compliance departments. This includes:
    • Identifying applicable assets, functions, subject matter experts (SMEs), roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conducting a gap analysis comparing current practices with the standard's requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Developing clear step-by-step procedures for PRC-002-5 that align with your internal controls and documentation policies, including review of failing recordings, root-cause analysis, and corrective action tracking
    • Establishing compliance timelines that align with the standard's deadlines
    • Defining specific compliance evidence per site

Task 2: Disturbance Monitoring Data Review (for each failing check)

  • Review the failing checks against the recorder configuration and settings
  • Determine the root cause of each gap
  • Propose corrective actions and a schedule, and identify where a Corrective Action Plan to the Regional Entity is required
  • Compile the evidence for the review

Final deliverables

  • Task 1: Compliance procedure for PRC-002-5 data reviews.
  • Task 2: PRC-002-5 data review report for each failing check, including findings, root cause, corrective actions, schedule, and evidence.

What we need from you

  • COMTRADE records from the recorders on your plant's PRC-002-5 elements.
  • The Transmission Owner's or Reliability Coordinator's notifications identifying your plant's elements that require SER, FR, or DDR data.
  • Recorder configuration and settings, and the time synchronization source.

Assumptions and considerations

How the scope is bounded.

  • You supply the recordings, notifications, and recorder documentation needed for each review.
  • Applicability is read from your plant profile.
  • Preparing the response package for a data request is out of scope.
  • This module does not change the monitoring-device retention policy work covered elsewhere.
  • We do not assume liability for any data or information you supply that is inaccurate or incorrect.
