PRC-028-1 Fault Recording Event Review

Each fault record from your plant checked against the standard's fault recording requirements, and every gap recorded with its cause, corrective action, and evidence.

About this module

What this module covers.

PRC-028-1 requires each Generator Owner of an inverter-based resource (IBR) to have fault recording data that captures the required electrical quantities at the high side of the main power transformer, on collector feeder breakers, and on shunt dynamic reactive devices (R2); that meets the required record length, a minimum recording rate of 64 samples per cycle, and the required trigger settings (R3); that is time synchronized to Coordinated Universal Time (UTC) (R6); and that can be provided on request in comma-separated values (CSV) or Institute of Electrical and Electronics Engineers (IEEE) C37.111 Common Format for Transient Data Exchange (COMTRADE) format, revision C37.111-1999 or later (R7). On discovering a failure of recording capability, the Generator Owner must restore it within 90 calendar days or submit a Corrective Action Plan to the Regional Entity (R8).

This module checks every COMTRADE record from your plant against those requirements and, when a check fails, records the finding, its root cause, the corrective action and schedule, and the evidence in an event review workflow and report tied to the recording.

Module: 081
Kind: Event analysis
Governing body: NERC
Applies to: Operating plants
Typical time: Days per event, not weeks

Dashboard capabilities

  • Every COMTRADE record from your plant is checked against PRC-028-1: the recorded quantities (R2), the recording rate (R3), UTC synchronization (R6), and the COMTRADE revision (R7), with the results shown beside the record.
  • A record whose checks all pass needs no further review, and you see why.
  • A record with at least one failing check offers the PRC-028-1 event review workflow, with the check results already filled in and a link back to the record.
  • In the workflow you record a finding for each failed requirement (R2, R3, R6, or R7), the root cause, the corrective action with its schedule, and the supporting evidence in one place.
  • You receive a PRC-028-1 event review report in the same format as our other event review reports, carrying the event summary, the record-checks table, findings per requirement, root cause, corrective actions, schedule, and an evidence appendix.

Support services

What GridStrong does inside this module.

Task 1: Develop Compliance Procedure

  • Create an audit-ready compliance procedure for meeting the PRC-028-1 requirements, working collaboratively across your engineering, operations, and compliance departments. This includes:
    • Identifying applicable assets, functions, subject matter experts (SMEs), roles, responsibilities, and ownership
    • Determining specific actions and evidence to demonstrate compliance with specific requirements and measures
    • Conducting a gap analysis comparing current practices with the standard's requirements, identifying missing processes, incomplete documentation, any staff training needed, etc.
    • Developing clear step-by-step procedures for PRC-028-1 that align with your internal controls and documentation policies, including review of failing fault records, root-cause analysis, and corrective action tracking
    • Establishing compliance timelines that align with the standard's deadlines
    • Defining specific compliance evidence per site

Task 2: Fault Recording Event Review (for each record with a failing check)

  • Review the failing checks against the recorder configuration and settings
  • Determine the root cause of each gap (recorder configuration, channel mapping, time source, or export settings)
  • Propose corrective actions and a schedule, and identify where a Corrective Action Plan to the Regional Entity is required
  • Compile the evidence for the review

Final deliverables

  • Task 1: Compliance procedure for PRC-028-1 fault recording reviews.
  • Task 2: PRC-028-1 event review report for each reviewed record, including findings per requirement, root cause, corrective actions, schedule, and evidence.

What we need from you

  • COMTRADE fault records from your plant's recorders.
  • Recorder configuration and settings, including channel lists, sampling rates, and trigger settings.
  • Time synchronization source and configuration for each recorder.

Assumptions and considerations

How the scope is bounded.

  • You supply the fault records and recorder documentation needed for each review.
  • The checks read what each record contains; a requirement the record cannot show is reported as a gap for review.
  • This module does not change the PRC-028-1 design evaluation of your plant's monitoring equipment.
  • We do not assume liability for any data or information you supply that is inaccurate or incorrect.
