CIP-002-5.1a BES Cyber System Categorization

Your plant's cyber system impact categorization documented in one guided workflow, ending in an audit-ready report.

About this module

What this module covers.

Document your plant's CIP-002-5.1a Bulk Electric System (BES) Cyber System categorization in one guided workflow. Record the Responsible Entity's identification process, evaluate your plant against Attachment 1 for high, medium, and low impact, and track the 15-calendar-month review and Critical Infrastructure Protection (CIP) Senior Manager approval. The workflow produces an audit-ready report.

Module: 084
Kind: Compliance studies
Governing body: NERC
Applies to: Operating plants
Typical time: About one week, all in

Dashboard capabilities

  • One guided workflow carries your plant through CIP-002-5.1a from the identification process to the final report, with every requirement assessed.
  • Your program record holds the Responsible Entity, its North American Electric Reliability Corporation (NERC) Compliance Registry (NCR) number, the CIP Senior Manager and any delegate, and the identification process document with its revision and approval date.
  • The R1 identification process is assessed for each asset type it must consider (Control Centers, Transmission stations and substations, Generation resources, restoration assets, Special Protection Systems, and Distribution Provider Protection Systems), and the R1.1 high impact determination under Attachment 1 Section 1 is recorded with a count of systems found and the basis.
  • The R1.2 medium impact determination is made from your net Real Power in megawatts (MW), Interconnection, reactive capability in megavolt-amperes reactive (MVAR), and the external designations for criteria 2.3, 2.6, 2.8, and 2.9, with a result and basis for each other Section 2 criterion; the R1.3 low impact determination is made at the asset level under Section 3, with no discrete list of low impact systems needed, and your plant's resulting impact rating is recorded with its basis.
  • Your R2 review and approval dates, who reviewed and who approved, and the next due dates are tracked; a blank next-approval date defaults to the last day of the 15th calendar month after the last approval, and a recurring R2 review-and-approval task is set for your plant.
  • Evidence slots hold the process document, delegation record, implementation record, impact lists, and review and approval records, and the final report gives an executive summary of the impact rating, the three determinations, and the next approval due date.

Support services

What GridStrong does inside this module.

  • We set up your program record: the Responsible Entity, NCR number, CIP Senior Manager, delegate, and the identification process document with its revision and approval date.
  • We assess with you each asset type the R1 identification process must consider.
  • We work through the Attachment 1 Section 1, Section 2, and Section 3 determinations with you and record the result and basis for each.
  • We record your R2 review and approval dates and the next due dates, and set the recurring R2 review-and-approval task for your plant.
  • We file the supporting evidence and prepare the final report.

Final deliverables

  • A completed CIP-002-5.1a workflow for your plant, with every requirement assessed
  • Your plant's impact rating (High, Medium, Low, or None) and the basis for it
  • The R2 review and approval record with the next due dates
  • A CIP-002-5.1a compliance report with the supporting evidence attached

What we need from you

  • Responsible Entity name and NCR number
  • CIP Senior Manager (name, title, date designated) and any R2.2 delegate with the delegation record
  • The asset identification process document: title, revision, and approval date
  • Dates of the last R1 review and the last CIP Senior Manager approval
  • For Section 2: your plant's net Real Power capability, Interconnection, reactive capability, and any Planning Coordinator, Transmission Planner, or Interconnection Reliability Operating Limit (IROL) designations
  • Existing high, medium, or low impact lists, if your plant has them

Assumptions and considerations

How the scope is bounded.

  • The workflow covers one plant (asset). Run it for each asset your Responsible Entity identifies.
  • The CIP Senior Manager, or a documented delegate, approves the identifications. We do not.
  • The impact rating is set by the reviewer from the R1.1 to R1.3 determinations. The workflow does not calculate it.
  • The standard counts calendar months: an approval on March 12, 2026 is next due by June 30, 2027.
  • The workflow does not cover CIP-003 through CIP-014 controls.
