MISO Interconnection Module Package

Model packages, model quality tests and study support through MISO's Definitive Planning Phase, the Generator Interconnection Agreement and commercial operation, built to the model requirements in MISO's generator interconnection Business Practices Manual.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests in the Midcontinent Independent System Operator (MISO) region. MISO studies new generation and storage requests in group study cycles under Tariff Attachment X and Business Practices Manual BPM-015: an Application Review Phase, then a three-phase Definitive Planning Phase (DPP Phase I, DPP Phase II and DPP Phase III) with Interconnection Customer Decision Points I and II, then the Generator Interconnection Agreement (GIA), construction, testing and commercial operation. Under BPM-015 Appendix I, each inverter-based resource submits a standard library model, a TSAT user-defined model and a PSCAD model with a model quality and performance test report at the interconnection request, submits final models that add a PSS/E user-defined model before GIA execution, verifies the as-built plant against those models before commercial operation, and updates the models after any change that affects plant output. Navigating this process correctly requires engineering expertise in how to design, model and plan the plant across each stage. This package covers the five stages below, from the interconnection request through post-commercial operation model updates.

Support services

What GridStrong does inside this module.

Stage 1: Application Review and Definitive Planning Phase I

  • Support you in preparing the interconnection request under Attachment X Appendix 1 for the next DPP cycle, including the definitive Point of Interconnection, the definitive one-line diagram and the Attachment A technical data. You submit the request through the MISO Generation Interconnection Application Portal.
  • Develop the plant power flow model in PSS/E format, including the main power transformer, the equivalent collector system, the interconnection tie line and reactive power devices.
  • Develop the interconnection request dynamic model package that BPM-015 Appendix I requires: the PSS/E and TSAT standard library model, the TSAT user-defined model and the PSCAD model, each configured to the planned equipment, controls and protection.
  • For a synchronous Generating Facility, develop the PSS/E library dynamic model (.dyr) with the generator, excitation system, turbine-governor, power system stabilizer and reactive line drop compensation models that Appendix 1 requires, omitting any device the plant does not have or use.
  • Compile the original equipment manufacturer (OEM) short circuit modeling instruction manual and prepare the associated short-circuit model data that BPM-015 requires for inverter-based (wind or solar) plants.
  • Coordinate with inverter, turbine and plant controller manufacturers on your behalf to request parameterized models, model documentation, OEM model attestations and unit-level validation evidence (type test, factory acceptance test or hardware-in-the-loop results).
  • Perform all model quality and performance tests in BPM-015 Appendix I on a single-machine-infinite-bus test system: initialization, balanced fault ride-through, small voltage disturbance, small frequency disturbance, high and low voltage ride-through, high and low frequency ride-through, protection verification, short circuit ratio and, for the PSCAD model, phase angle change tests.
  • Benchmark the results of each test across the standard library, user-defined and PSCAD models, explain any discrepancies, and prepare the model quality and performance test report.
  • Prepare you for the mandatory Scoping Meeting with MISO and the Transmission Owner, including review of alternative Points of Interconnection.
  • Review the DPP Phase I study models and prepare your comments on the Attachment X Appendix 10 Interconnection Study Model Review Form.
  • Review the Preliminary System Impact Study results and support your Decision Point I evaluation, including any reduction in requested Interconnection Service.

Stage 2: Definitive Planning Phase II and Phase III

  • Review the revised study models MISO distributes at the start of DPP Phase II and DPP Phase III and prepare your model comments.
  • Update the model package and the model quality and performance test report when plant design, equipment selection, or protection and control settings change at Decision Points I and II.
  • Review the Revised and Final System Impact Study results, which add short circuit and stability analysis, and provide modeling support to resolve plant instability or poor performance attributed to the project.
  • Evaluate mitigation options for identified constraints, such as control tuning and reactive device changes, and support your Decision Point II evaluation.
  • For a standalone battery energy storage system (BESS) with its own Point of Interconnection, perform the BPM-015 Appendix H grid-forming conformity tests in PSCAD (loss of last synchronous machine, rate of change of frequency, phase jump and short circuit ratio) and prepare the test results package due by the start of Decision Point II.
  • Prepare responses to MISO and Transmission Owner data requests during the System Impact Studies and Interconnection Facilities Study.
  • Prepare the technological change request support (updated power flow and stability data and the analysis showing a change is not a Material Modification) when you change equipment during the DPP.

Stage 3: Generator Interconnection Agreement and Post-GIA Phase

  • Prepare the final model package before GIA execution: all four model types, adding the PSS/E user-defined model, with an updated model quality and performance test report that uses the site-specific short circuit ratio and X/R (reactance to resistance) ratio when known.
  • Review the OEM-prepared Parameter Verification Report for the GIA submission, including the mapping between model parameters and field device settings, and reconcile differences with the models.
  • Review the plant design and models against the GIA Appendix G inverter-based resource requirements (IEEE 2800-2022 adoption) and the Transmission Owner Local Planning Criteria documented in GIA Appendix C.
  • Prepare the updated Generating Facility data submission (Appendix 1 data with manufacturer information) that GIA Article 24.3 requires before Trial Operation.
  • Update the models and the test report when equipment, firmware or settings change during design and construction.

Stage 4: Testing and Commercial Operation

  • Support the pre-commercial test plan and the Pre-Certification Generation Test Notification (GIA Appendix B-1) that you submit to MISO.
  • Update the plant models to as-built design parameters and field settings, and prepare the model verification documentation due within 60 days before the Commercial Operation Date.
  • Review the final Parameter Verification Report against as-built parameter exports and protection settings, and update the models or flag field settings where they differ.
  • Prepare an updated model package and model quality and performance test report when as-built equipment differs from the models submitted at GIA signing.
  • Prepare the as-built and as-tested Generating Facility information for GIA Article 24.4 and the as-built modeling data that accompanies the Commercial Operation notification.
  • For a synchronous Generating Facility, support the open circuit step voltage test that GIA Article 24.4 requires for each generating unit, and use the test recordings to verify the excitation system model.
  • Support plant-level model validation after commissioning by comparing measured plant response with simulation results.

Stage 5: Post-Commercial Operation

  • Update the four model types and the model quality and performance test report after any change to inverter-based resource controls, settings or equipment that affects plant output.
  • Prepare the as-left verification report that you submit within 30 days of changes to the plant, and review the OEM's updated Parameter Verification Report due within 30 days of parameter changes made after the Commercial Operation Date that affect plant output.
  • Support Generating Facility Modification requests to MISO with the technical data and the steady-state, stability and short-circuit analysis.
  • Prepare the information changes you provide to MISO and the Transmission Owner after equipment replacement, repair or adjustment under GIA Article 24.4.

Assumptions and considerations

How the scope is bounded.

  • This module applies to a new interconnection request filed for the MISO DPP-2026 cycle or a later cycle under Attachment X Generator Interconnection Procedures (GIP) 192.0.0 and BPM-015-r33. The BPM-015 Appendix I request-stage model package (standard library, TSAT user-defined and PSCAD models with the model quality and performance test report) is due with the request; the DPP-2025 transition that delayed it to Phase II kickoff does not apply. If MISO revises Attachment X or BPM-015, including through its pending Order No. 2023 compliance filing, we follow the version in effect at each submission.
  • MISO caps the MW included in each DPP cycle by study region (Attachment X Section 4.1.1). A valid request above the cap keeps its position for the next available cycle, and our support follows the cycle MISO assigns.
  • The Expedited Resource Addition Study (ERAS, Attachment X Section 3.9) and Zero Injection Generation (ZG) Interconnection Service (Attachment X Section 3.11) are separate processes and are outside this module.
  • We provide the models compatible with PSS/E version 35 or later, TSAT version 25 or later and PSCAD version 5.0.0 or later, or with later versions MISO specifies at the time of each submission.
  • MISO plans a model quality test (MQT) and benchmarking tool that replaces manual test set-up and reporting; when MISO requires it, we run the model quality and performance tests and format the report for that tool.
  • MISO and the Transmission Owner perform the System Impact Studies, the Interconnection Facilities Study and any electromagnetic transient (EMT) study. We review results and support you; we do not perform those studies.
  • We prepare submissions; you submit them to MISO through the channel MISO specifies (the Generation Interconnection Application Portal for requests and request updates) and sign all agreements and your own attestations. OEMs sign the OEM model attestations.
  • Transmission Owner Local Planning Criteria may supersede GIA Appendix G requirements; we model to the criteria documented in GIA Appendix C.
  • The Parameter Verification Report is prepared by the OEM; we review it and reconcile it with the models.
  • We rely on timely and accurate information from you, including information from your suppliers, OEMs and engineering, procurement and construction (EPC) contractors; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers.
  • We do not guarantee the accuracy or quality of any models supplied by the OEMs.
  • This scope includes one round of corrections with the OEMs and EPC contractors per model package; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where MISO requirements or OEM data leave a gap.
