NYISO Interconnection Module Package

Models and study support through NYISO's Cluster Study Process under Attachment HH of its Open Access Transmission Tariff, from the Application Window to commercial operation.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests in the New York Independent System Operator (NYISO) region. NYISO processes Interconnection Requests through a recurring Cluster Study Process under the Standard Interconnection Procedures in Attachment HH of the NYISO Open Access Transmission Tariff, which replaced the procedures in Attachments S, X and Z in response to Federal Energy Regulatory Commission Order No. 2023. Each cycle runs through the Application Window, the Customer Engagement Window and Decision Period 1, the Phase 1 Study and Decision Period 2, the Phase 2 Study, and the Final Decision Period, followed by the Standard Interconnection Agreement, construction, Trial Operation and Commercial Operation. A request filed now cannot join the 2026 Cluster Study, whose Application Window closed in September 2026; it enters at the next Application Window, which opens near the end of the 2026 Cluster's Phase 2 Study. This package covers the five stages below, from Interconnection Request preparation through post-Commercial Operation model updates.

Support services

What GridStrong does inside this module.

Stage 1: Application Window and Customer Engagement Window

  • Support your Point of Interconnection screening with NYISO's Heatmap and, where you request one, a Pre-Application Report, and use the Cluster Baseline Assessment (CBA) and Cluster Project Assessment (CPA) base cases NYISO provides on request under a Critical Energy/Electric Infrastructure Information (CEII) non-disclosure agreement.
  • Prepare the technical content of the Interconnection Request (Appendix 1 to Attachment HH) for you to submit through the NYISO Interconnection Projects Portal: the conceptual breaker one-line diagram, the project layout, the detailed generating facility data and the Modeling Data Summary of NYISO Interconnection Projects, kept consistent with the models because the Interconnection Request data is the data of record.
  • Develop the Project models required by the Modeling Guideline for NYISO Interconnection Data v1.2: a PSS/E 35.6.4 steady-state model (.sav or .raw, .idv and .sld files), an ASPEN 15.9 short-circuit model (.olr and .chf files), and a PSS/E 35.6.4 dynamic model (.dyr file) built from PSS/E standard library models, with a documented user-written model exception only where no standard library model represents the Project.
  • For non-synchronous facilities, assemble the validated user-defined root-mean-square (RMS) model, the parameterized generic library RMS model with inverter and plant control block diagrams, and the model validation evidence Appendix 1 requires (your attestation for the whole facility, each manufacturer's attestation for its component, or test data), and develop a validated PSCAD electromagnetic transient (EMT) model when NYISO requests one or the Connecting Transmission Owner's data request requires it.
  • Perform the NYISO model usability tests before submission: the 20-second flat run test, the 9-cycle 3-phase fault test and the reactive power limit test on a single machine infinite bus system, the North American Electric Reliability Corporation (NERC) PRC-024 protection settings checks, the primary frequency response, droop and deadband checks, the short-circuit fault response and voltage-controlled current source parameter checks, and the Connecting Transmission Owner criteria that apply (Con Edison, Long Island Power Authority).
  • Benchmark the PSS/E dynamic model against the PSCAD model and original equipment manufacturer (OEM) test data where both exist, and document any differences.
  • Prepare the technical basis for the New York State Reliability Council (NYSRC) Reliability Rule B.5 attestation for inverter-based resources (IBRs) greater than 20 MW: design conformance with IEEE 2800-2022 as amended by the NYSRC procedure, and model and data accuracy. Your officer signs the attestation.
  • Prepare your responses to NYISO deficiency notices, Subsequent Information Requests from NYISO or the Connecting or Affected Transmission Owner, and Transmission Owner-specific technical data requests (for example, National Grid's Cluster Study TO-specific data form) within the tariff response windows, so that Facility model deficiencies are cured before the Scoping Meeting.
  • Review the Physical Infeasibility Screening results with you, support you at the Scoping Meeting, and prepare updated models for any Point of Interconnection change or technological change (turbines, inverters or plant supervisory controls) you request within the Customer Engagement Window cutoffs.
  • Provide technical input to your Decision Period 1 election to enter the Phase 1 Study.

Stage 2: Cluster Study - Phase 1 Study, Phase 2 Study and Final Decision Period

  • Review the draft Phase 1 Study report from the Connecting Transmission Owner and any Affected Transmission Owner (Attachment Facilities, Distribution Upgrades, Local System Upgrade Facilities and their cost estimates) and prepare your comments within the review period NYISO sets.
  • Review the supporting documentation, workpapers and databases behind the Phase 1 and Phase 2 Studies that you obtain on request under the tariff's non-disclosure arrangements, and reproduce key results in PSS/E where the data allows.
  • Provide technical input to your Decision Period 2 election to enter the Phase 2 Study.
  • Prepare your responses to NYISO and Transmission Owner model and data requests during the Phase 2 short-circuit, steady-state (thermal and voltage) and stability analyses, and resolve the model issues they identify.
  • Review the Cluster Study Report (Cluster Baseline Assessment, Cluster Project Assessment and, for Capacity Resource Interconnection Service (CRIS) requests, the Cluster Study Deliverability Study), identify which contingencies and constraints drive the System Upgrade Facilities and System Deliverability Upgrades (SDU) allocated to the Project, and evaluate Project-side mitigation options with you.
  • Support your Additional SDU Study election and each decision round of the Final Decision Period with technical analysis of the Project Cost Allocation and Deliverable MW.

Stage 3: Standard Interconnection Agreement and Construction

  • Provide the technical data for the appendices of the Standard Interconnection Agreement (Appendix 15 to Attachment HH).
  • Update the models as final equipment, collector system and transformer data become available, and assess with you whether each change needs a Facility Modification Request (Appendix 5) and could be a Material Modification; prepare the technical package and updated models for any request you submit.
  • Prepare the updated information submission under Article 24.3 of the Standard Interconnection Agreement: the completed Appendix 1 facility data with manufacturer information and stability models compatible with NYISO standard models, due before the Synchronization Date as the agreement sets, and support NYISO's study of any differences, which must finish before Trial Operation.
  • Review plant control and protection settings against the ride-through requirements of Article 9.6.3 and the power factor design criteria of Article 9.5.1 (9.5.1.1 for synchronous generation, 9.5.1.2 for non-synchronous generation) of the Standard Interconnection Agreement.
  • Coordinate model updates with generator and inverter manufacturers and the engineering, procurement and construction (EPC) contractor.

Stage 4: Synchronization, Trial Operation and Commercial Operation

  • Update the plant model to as-built design parameters and as-tested performance, and prepare the Article 24.4 information supplementation (or written confirmation of no differences) that you provide before the Commercial Operation Date.
  • Support the pre-Commercial Operation Date testing of the Facility under Article 6.1, including test plans and review of results; for synchronous units, support the open circuit step voltage test and the validated test recordings Article 24.4 requires.
  • Conduct model validation studies that compare test recordings with simulated response and adjust model parameters where the comparison supports it.
  • Prepare the as-built modeling data in the data format of the NYISO Reliability Analysis Data Manual for you to submit to NYISO.

Stage 5: Post-Commercial Operation

  • Update the models after any equipment replacement, repair or adjustment, including changes to IBR control or protection settings, for you to provide to the Connecting Transmission Owner and NYISO within the period Article 24.4 sets, and support reporting of modeling discrepancies under the Reliability Analysis Data Manual.
  • Support your NERC MOD-025 capability verification reports and NERC MOD-026-2 dynamic model verification and validation, with verified data in the PSS/E format NYISO specifies, reported through the NYISO Model Validation Procedure in the Reliability Analysis Data Manual; MOD-026-2 took effect April 1, 2026 and replaced MOD-026-1 and MOD-027-1.
  • Support your steady-state, dynamic and short-circuit data submissions in NYISO's Annual Database Update Process.
  • Assess proposed uprates, technology changes and other facility modifications for materiality, and prepare the technical package and updated models for a Facility Modification Request or a new Interconnection Request.

Assumptions and considerations

How the scope is bounded.

  • The Standard Interconnection Procedures in Attachment HH govern a new request; Attachments S, X and Z apply only to legacy projects under the transition rules in Section 40.3.1. A request can only be submitted during an Application Window, and the next Application Window opens on the Cluster Study Process Start Date NYISO sets under Section 40.5.1.3.
  • NYISO is revising the Transmission Expansion and Interconnection Manual (v4.3), whose Section 3 does not apply to Attachment HH projects; until the revision is issued, we work from the tariff, the NYISO Technical Bulletins the manual points to, and the Modeling Guideline for NYISO Interconnection Data.
  • We provide the models compatible with PSS/E version 35.6.4 and ASPEN version 15.9, as the Modeling Guideline for NYISO Interconnection Data v1.2 requires; if NYISO revises the guideline, we update to the versions it names.
  • PSCAD models are delivered when NYISO requests a validated EMT model or the Connecting Transmission Owner's data request requires one. NYSRC Rule B.5 excludes IBR performance constraints that only EMT representations of the external system can identify.
  • NYISO and Transmission Owner deficiency notices and information requests carry short response windows (generally ten Business Days under Section 40.5.7); meeting them requires data from you and your OEMs on the same timeline.
  • You submit the Interconnection Request, deficiency cures, elections, attestations and data submissions to NYISO and the Transmission Owners; we prepare the technical content and do not file on your behalf.
  • We rely on timely and accurate information from you, including the design information needed to develop your models; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers, including OEMs and EPC contractors.
  • We do not guarantee the accuracy or quality of any models supplied by the OEMs.
  • This scope includes one round of corrections with the OEMs and EPC contractors per model update; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where NYISO, NYSRC or Transmission Owner requirements leave a modeling choice open.
  • Application fees, study deposits, readiness deposits, Security and study costs are your responsibility and are outside this scope.
