SRP Interconnection Module Package

Model packages and study support through Salt River Project's annual cluster process under Attachment O of its Open Access Transmission Tariff, from the Cluster Request Window and Decision Points I and II to commercial operation.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests to the Salt River Project (SRP) transmission system, including the jointly owned transmission systems that SRP operates. SRP is a non-jurisdictional entity whose Board approves its Open Access Transmission Tariff (OATT); Attachment O of the OATT holds the Generator Interconnection Procedures (GIP) and the Generator Interconnection Agreement (GIA). SRP studies requests in annual clusters: a request enters through the Cluster Request Window that opens each January 15, passes through the Customer Engagement Window and Scoping Meeting, then the Cluster System Impact Study and Point of Interconnection Facilities Study to Decision Point I, then any Cluster System Impact Study Re-Study and the Network Upgrade(s) Facilities Study to Decision Point II, and then the GIA. This package supports you through each of the five stages below, from the Interconnection Request through GIA execution, Trial Operation and commissioning, and post-commercial operation model updates.

Support services

What GridStrong does inside this module.

Stage 1: Cluster Request Window to Decision Point I

  • Support you in preparing the technical content of the Interconnection Request for the annual Cluster Request Window, including the inverter-based (Attachment B) or synchronous (Attachment A) data, the transformer data (Attachment C) and the single-line diagram; you submit the request, deposits, Site Control and Commercial Readiness evidence through SRP's PowerClerk portal.
  • Develop the plant model set SRP requires with the request under GIP Appendix 1: a GE PSLF power flow model (.epc) with an equivalenced collector system, PSLF dynamic models (.dyd) for each operating mode and an ASPEN short-circuit model (.OLR); for inverter-based plants, also a PSCAD electromagnetic transient (EMT) model and a harmonics model under Facility Connection Requirements (FCR) Version 14 Appendix 1; for synchronous generators, a PSCAD model where only generic dynamic models are available, under the SRP EMT Models Business Practice.
  • For inverter-based plants, set up the user-written positive-sequence model supplied by the original equipment manufacturer (OEM) and the standard library model approved by the Western Electricity Coordinating Council (WECC) that FCR Appendix 1 requires for the project, and prepare the written justification SRP requires when a generic WECC model represents the project.
  • Coordinate with inverter, turbine and plant-level controller manufacturers for site-specific models, settings and the equipment model quality attestations (E-MQA), and prepare the supporting documentation for your entire-facility model quality attestation (P-MQA), as the SRP EMT Models Business Practice Version 2.0 requires.
  • Complete the Model Validation Checklist in SRP's PowerClerk 'Model Validation For Interconnection Request' form, which covers at least the checks in Study Methodology Business Practice Version 1.3, Table 1: consistency of the request form, .epc, .dyd, single-line diagram and ASPEN data; flat line and temporary fault tests; battery energy storage system (BESS) charging mode tests; reactive capability curves at the study-area temperature rating; and 0.95 leading/lagging power factor at the Point of Interconnection.
  • Perform the EMT model checks in Appendix A of the EMT Models Business Practice, including PSCAD 5.0 or later compatibility, time step range, initialization and the frequency scan of the plant at the Point of Interconnection, and prepare the EMT model validation report SRP requires to validate the request.
  • Benchmark the PSCAD EMT model against the PSLF positive-sequence model under a range of short circuit ratios at the Point of Interconnection and report the comparison.
  • Prepare the IEEE 2800-2022 performance conformity assessment report that FCR Appendix 1 requires in the interconnection request modeling package.
  • Prepare the corrected technical and modeling data that you submit in response to SRP's deficiency notices within the GIP cure period.
  • Support you at the Scoping Meeting in selecting the Point of Interconnection and one alternative, using SRP Base Case Data that you obtain under the WECC and SRP non-disclosure agreements.
  • Update the models for any permitted modification under GIP Section 5.5.1, such as changed technical parameters of the Generating Facility technology or step-up transformer impedance, before SRP returns the executed Cluster System Impact Study Agreement.
  • Review the Cluster System Impact Study (power flow, transient and post-transient stability, power factor and short circuit analyses) and the Point of Interconnection Facilities Study results against your models, evaluate mitigation options, and inform your Decision Point I decision.

Stage 2: Cluster System Impact Study Re-Study and Network Upgrade(s) Facilities Study to Decision Point II

  • Review any Cluster System Impact Study Re-Study and the Network Upgrade(s) Facilities Study results, support you at the study report meetings, and inform your Decision Point II decision.
  • Update the models for any modification you propose, support SRP's Material Modification evaluation under GIP Section 5.5.2, and prepare the updated models that must accompany any modification request under GIP Section 5.5.3.
  • Assess proposed equipment or configuration changes for EMT model impact and prepare the EMT change package (change summary, new versioned PSCAD model, new validation reports, updated Appendix A checklist).
  • Prepare responses to SRP requests for additional technical information during the studies for you to submit.

Stage 3: Generator Interconnection Agreement to Trial Operation

  • Where SRP specifies grid-forming operation for a BESS, perform SRP's grid-forming (GFM) BESS simulation test (loss of last synchronous machine) in PSCAD once final equipment is selected and before you sign the GIA, and prepare the simulation test report.
  • Review the technical content of the draft GIA appendices, including Appendix C (Interconnection Details) and, for wind plants, Appendix G (Interconnection Requirements for a Wind Generating Plant), against your models and the Facility Connection Requirements that GIA Article 13 applies to the Generating Facility.
  • Update the PSLF, PSCAD, ASPEN and harmonics models to the procured equipment, firmware and settings for your updated information submission due no later than 180 Calendar Days before Trial Operation, which also feeds SRP's Material Modification Evaluation before generation testing.
  • Repeat the model validation checks, EMT model checks and PSLF-to-PSCAD benchmarking on the final models, and update the IEEE 2800-2022 performance conformity assessment report.
  • Support the EMT Study that the revised GIP (posted with an effective date of November 2, 2026) adds after the updated information submission when SRP's screening of the Interconnection Request data finds a risk of sub-synchronous or super-synchronous interactions: prepare responses to SRP data requests for you to submit, review results and evaluate mitigations, since Trial Operation cannot begin until identified EMT mitigations are complete.
  • Provide input data and review results for any power quality study SRP requires.

Stage 4: Trial Operation, Commissioning and Commercial Operation

  • Review the hardware-in-the-loop (HIL) test reports that SRP requires for all inverter-based resource (IBR) units and supplemental IBR devices before the commissioning process begins, and compare the tested firmware and settings with the study models.
  • For inverter-based plants, prepare the commissioning test plan that FCR Appendix 1 Section 11 requires at least 90 days before the expected Initial Synchronization Date, covering primary frequency response, reactive power capability and setpoint control, voltage regulation and voltage setpoint control, and Point of Interconnection limit enforcement, with BESS tests in both charging and discharging conditions.
  • For synchronous generating units, support the open circuit step voltage test of the automatic voltage regulator that GIA Article 26 describes, and review the validated test recordings before the Commercial Operation Date.
  • Analyze commissioning test recordings at the Point of Interconnection (reaction time, rise time, settling time, damping ratio, settling band) and prepare the test reports you submit to SRP under FCR Appendix 1 Section 11.1.11.
  • Compare as-left controls, settings and protections against the study models, document the comparison for SRP review before commercial operation, and update the models for any deviation.
  • Validate the PSLF and PSCAD models against commissioning test results and update all models to as-built parameters to support your as-built and as-tested information supplementation before the Commercial Operation Date.

Stage 5: Post-Commercial Operation

  • Prepare the complete EMT model checklist and documentation package (EMT Models Business Practice Appendix A) due 60 days after commercial operation.
  • Prepare the baseline test procedures and validate the PSLF models against your baseline test recordings, as the WECC Generator Unit Model Validation Guideline (April 23, 2020) calls for no later than 180 days after commercial operation, and support your review and update of the facility data at least once every five years.
  • Screen proposed equipment, firmware and setting changes against SRP's FAC-002-4 R6 Qualified Change Definition, update the PSLF, PSCAD and ASPEN models, and prepare the technical information you provide at least 90 Calendar Days before modification work.
  • Update the models to address model quality issues SRP identifies, which FCR Appendix 1 requires the IBR owner to correct within 45 days, and support SRP-requested event analysis and oscillation root cause analysis with recorded data and updated models.

Assumptions and considerations

How the scope is bounded.

  • We provide the models in GE PSLF (.epc and .dyd), ASPEN short-circuit (.OLR) and PSCAD formats, with PSCAD models compatible with PSCAD version 5.0 and higher. SRP does not use PSS/E, so PSS/E models are not part of this module.
  • We prepare GE PSLF and ASPEN files that load in the program versions used for the Base Case Data SRP provides; no SRP document names a required version.
  • OATT Attachment O effective August 1, 2025 governs Clusters that entered before the revised GIP and GIA effective November 2, 2026, which add an EMT Study and a Cluster Network Upgrade Funding Agreement. New requests are accepted only in the annual Cluster Request Window that opens January 15, and we follow the GIP version that governs your Cluster.
  • We work from the GIP posted on SRP's Open Access Same-Time Information System (OASIS).
  • SRP posts separate GIA forms for the jointly owned ANPP HVS, ANPP VTS, Palo Verde-Pinal Central and Southwest Valley systems; the applicable form depends on the Point of Interconnection.
  • SRP does not assist in creating or modifying the .dyd, .epc or .OLR files, so you and your OEMs supply the source models and data.
  • You submit all Interconnection Requests, forms, agreements, payments, Site Control and Commercial Readiness evidence through PowerClerk; we prepare the technical content.
  • Transmission service, including SRP's Generator Deliverability Study for Network Resources, is outside this module.
  • We rely on you for timely and accurate information; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers.
  • We do not guarantee the accuracy or quality of any models supplied by the OEMs.
  • This scope includes one round of corrections with the OEMs and engineering, procurement and construction (EPC) contractors per deliverable; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where SRP and WECC documents leave a modeling choice open.
