FPL Interconnection Module Package

PSS/E and PSCAD model packages and study support through Florida Power & Light's annual cluster process under Attachment M of its Open Access Transmission Tariff, from the Cluster Request Window to the as-built model package after commercial operation.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests to the Florida Power & Light Company (FPL) transmission system. FPL studies Large Generating Facilities (larger than 20 MW) under the Standard Large Generator Interconnection Procedures (LGIP) in Attachment M of its Open Access Transmission Tariff, which FPL revised to the first-ready, first-served cluster study process of Federal Energy Regulatory Commission (FERC) Order No. 2023. A new request enters an annual 45-day Cluster Request Window that opens each January 15, then moves through the Customer Engagement Window and Cluster Study Scoping Meeting, the Cluster Study and any Cluster Restudies, the individual Interconnection Facilities Study, and the Large Generator Interconnection Agreement (LGIA) through testing, Trial Operation and Commercial Operation. This package supports you through each of the five stages below, from the Interconnection Request through post-commercial-operation model updates.

Support services

What GridStrong does inside this module.

Stage 1: Cluster Request Window and Customer Engagement Window

  • Support you in preparing the Interconnection Request in the form of LGIP Appendix 1 for submission through FPL's Generation Interconnection Service Request (GISR) Portal within the 45-day Cluster Request Window, including the Attachment A Large Generating Facility Data (unit ratings, transformer impedances, excitation or inverter and plant control data), the Non-Synchronous Generation Data form FPL requires for inverter-based resource (IBR) facilities, and the Jurisdictional Interconnection Request Form. You submit the request, deposits and Site Control evidence to FPL.
  • For facilities with electric storage, help you define the requested operating assumptions (whether the facility will or will not charge at peak load), the control technologies that limit operation to those assumptions, and the primary frequency response operating range (minimum and maximum state of charge).
  • Develop plant-level load flow, short-circuit and positive-sequence root-mean-square (RMS) dynamic stability models in PSS/E format, as FPL's Facility Interconnection Requirements require, with the DYR, steady-state and DLL files FPL's GISR application asks for, and a PSCAD electromagnetic transient (EMT) model, which Appendix 1 requires when FPL performs an EMT study and FPL's IBR As-Built Modeling Procedure requires for every inverter-based facility.
  • For non-synchronous facilities, provide both a validated user-defined RMS positive-sequence dynamics model and a parameterized generic library model from LGIP Appendix 1, Table 1, as Appendix 1 requires.
  • Coordinate with inverter, turbine and plant controller manufacturers to obtain models, attestations and test data that show the model is validated, as Appendix 1 requires.
  • Benchmark the PSS/E RMS model response against the PSCAD EMT model response for the same disturbances and document the differences.
  • Develop a detailed collector system model and perform a reactive power capability study against the power factor design criteria in LGIA Article 9.6.1 and the voltage ranges in Section 4.3 of FPL's Facility Interconnection Requirements.
  • Prepare technical data and alternative Point of Interconnection configurations for the Cluster Study Scoping Meeting, support your Point of Interconnection designation, and help you cure any technical-data deficiency FPL identifies in the Interconnection Request or the Cluster Study Agreement.

Stage 2: Cluster Study and Cluster Restudy

  • Review the Cluster Study Report (power flow, stability and short circuit analyses) and FPL's evaluation of alternative transmission technologies, and request and review FPL's study databases and workpapers where needed.
  • Support you at the Cluster Study Report Meeting and with the technical basis for your decision to continue (continued Site Control and an additional Commercial Readiness Deposit within 20 Calendar Days of the meeting) or withdraw.
  • Provide plant-side mitigation support (control tuning, reactive resources, settings changes) for instability, voltage or short circuit issues the Cluster Study identifies.
  • Evaluate proposed changes (including Permissible Technological Advancements and other modifications under LGIP Section 4.4) and prepare the updated Appendix 1, Attachment A models that must accompany a modification request.
  • Update models and data for each Cluster Restudy until FPL determines that no further restudies are required.
  • Respond to FPL and Affected System Operator data requests for Affected System studies.

Stage 3: Interconnection Facilities Study, LGIA and Construction

  • Prepare the technical data that accompanies the executed Interconnection Facilities Study Agreement.
  • Review the draft Interconnection Facilities Study Report and prepare your written comments within the 30 Calendar Day comment period.
  • Support the technical content of the LGIA appendices, including the control technologies and protection systems FPL establishes in LGIA Appendix C.
  • Review plant protection settings and inverter and plant controller settings against the ride-through requirements of LGIA Article 9.7.3, the latest revision of North American Electric Reliability Corporation (NERC) PRC-024 as Section 4.13 of FPL's Facility Interconnection Requirements applies it, and, for inverter-based facilities, IEEE 2800 as adopted with FPL's exceptions in Section 7 of the Facility Interconnection Requirements.
  • Update the models and the reactive power capability study as equipment selection, firmware and collector design mature, and prepare the updated information submission due no later than 180 Calendar Days before Trial Operation (LGIA Article 24.3), including completed Appendix 1 data and stability models compatible with FPL's standard models.

Stage 4: Testing, Trial Operation and Commercial Operation

  • Support your pre-Commercial Operation Date testing under LGIA Article 6, including testing and validation of control technologies that limit operation to the studied Interconnection Service level or storage operating assumptions.
  • For synchronous units, support the open circuit step voltage test that LGIA Article 24.4 names as a Good Utility Practice test, with the validated recordings of terminal and field voltages that Article 24.4 requires, and the initial automatic voltage regulator (AVR) and power system stabilizer control and limit function test that Section 5.1.3 of FPL's Facility Interconnection Requirements requires before commercial operation.
  • Support the commissioning test of primary frequency response capability that you confirm to FPL under LGIA Article 9.6.4.
  • Update the plant model with as-built design parameters and as-tested performance, validate the models against test recordings, and prepare the LGIA Article 24.4 supplement (or written confirmation of no differences) before the Operation Date.
  • For inverter-based facilities, prepare the as-built model package that FPL's IBR As-Built Modeling Procedure (Facility Interconnection Requirements Section 7) calls for within 120 days of the Commercial Operation Date: PSS/E generic and user-defined models, PSCAD models, site layout with the detailed collector system, photovoltaic (PV) module datasheet, inverter transformer saturation curve and array layout, values of all tunable parameters with screenshots of the actual plant controller settings, inverter parameter files, factory test results and original equipment manufacturer (OEM) attestations, with parameters consistent across PSS/E and PSCAD and verified against field settings; resolve any issues FPL finds in its PSS/E and PSCAD model quality test.

Stage 5: Post-Commercial Operation

  • Evaluate planned changes to hardware, software, firmware, control modes or settings (a Qualified Change under Section 3.1 of FPL's Facility Interconnection Requirements) and prepare the drawings, plans and specifications you give FPL before the work; after the change, update models and data for you to provide to FPL under LGIA Article 24.4.
  • Prepare positive-sequence and EMT model verification and validation documentation for you to provide to your Transmission Planner under NERC MOD-026-2 where the standard applies to the facility.
  • Support Surplus Interconnection Service requests and new Interconnection Requests for capacity additions, including the reactive power, short circuit and stability data FPL studies.
  • For synchronous units, support the AVR and power system stabilizer control and limit function tests FPL requires at least every five years.

Assumptions and considerations

How the scope is bounded.

  • The module follows FPL's LGIP in Attachment M as currently effective in FERC eTariff, revised for Order No. 2023 in Docket ER24-1156 (effective April 1, 2024, with the latest section revisions accepted July 6, 2026), for a request submitted in an annual Cluster Request Window. If FPL revises its LGIP, the scope adjusts to the revised process.
  • Generating Facilities no larger than 20 MW follow FPL's Small Generator Interconnection Procedures in Attachment N and are outside this module unless agreed.
  • We provide the models compatible with the PSS/E versions FPL's GISR application accepts at submission (versions 34 and 35 per the GISR Portal User Manual) and, for the inverter-based as-built model, PSS/E versions 35 and 36 and PSCAD version 5 or higher per FPL's Facility Interconnection Requirements, or the later versions FPL specifies at the time of submission.
  • We provide PSCAD EMT models for every inverter-based facility, since FPL's IBR As-Built Modeling Procedure requires them. Before Commercial Operation, EMT model submission and EMT study support follow LGIP Appendix 1, which requires an EMT model when FPL performs an EMT study.
  • FPL studies use the regional reliability criteria of the Florida Reliability Coordinating Council (FRCC); we rely on the criteria and base cases FPL provides.
  • We prepare models, data and responses; you submit all Interconnection Requests, deposits, agreements and data to FPL. We do not file on your behalf.
  • Study results, cost allocations and schedules are FPL's determinations; we do not guarantee study outcomes.
  • We rely on you for timely and accurate information, including OEM models and data; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers.
  • We do not guarantee the accuracy or quality of any models supplied by the OEMs.
  • This scope includes one round of corrections with the OEMs and engineering, procurement and construction (EPC) contractors per deliverable; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where FPL requirements or OEM data are incomplete.
