PacifiCorp Interconnection Module Package

PSS/E, PSCAD and ASPEN short-circuit model packages and study support through PacifiCorp's annual Cluster Study Process, built to PacifiCorp's modeling business practice, from the Cluster Request Window to commercial operation.

About this module

What this module covers.

This package covers modeling and support for one or more interconnection requests to the PacifiCorp Transmission System under the Large Generator Interconnection Procedures (LGIP) in Part IV of PacifiCorp's Open Access Transmission Tariff (OATT). PacifiCorp studies new requests in an annual Cluster Study Process made up of the Cluster Request Window, the Customer Engagement Window and Scoping Meeting, the Cluster Study, any needed Cluster Restudies and the Interconnection Facilities Study, followed by the Large Generator Interconnection Agreement (LGIA), construction, Trial Operation and Commercial Operation; Small Generating Facilities in the Small Generator Interconnection Procedures (SGIP) Study Process join the same Cluster Study. PacifiCorp Business Practice #84 sets the modeling data an inverter-based resource (IBR) must supply: steady-state and positive sequence dynamics models in PSS/E, a whole-plant PSCAD electromagnetic transient (EMT) model and an ASPEN short-circuit model. This package supports you through each of the five stages below, from request preparation through post-commissioning model updates.

Support services

What GridStrong does inside this module.

Stage 1: Cluster Request Window and Customer Engagement Window

  • Support you in preparing a valid Interconnection Request (LGIP Appendix 1 and its Attachment A data) for the Cluster Request Window, including the Readiness Milestone Option, Site Control evidence, requested Interconnection Service level and the choice of Network Resource or Energy Resource Interconnection Service. You submit the request through PacifiCorp's PowerClerk portal.
  • Screen candidate Points of Interconnection (POI) using PacifiCorp's publicly posted interconnection information, the posted Cluster Area map and descriptions, the POI guidance in Business Practice #84, and the Base Case data PacifiCorp releases under its Model File Access process.
  • Coordinate with inverter, turbine and plant controller manufacturers, under your supply agreements, to request models, model documentation, short-circuit performance data and model validation evidence.
  • Develop the steady-state model in PSS/E version 34 or higher, including the plant composite P/Q capability curve, voltage control settings, supplemental reactive devices, the collector system and the 5-10 bus equivalent that Business Practice #84 requires.
  • Develop the positive sequence dynamics model with generic models approved by the Western Electricity Coordinating Council (WECC) and parameterized to the actual equipment and settings, plus the validated user-defined model that LGIP Appendix 1 requires, and produce the PSS/E flat run and bump test plots that Business Practice #84 requires.
  • Develop the whole-plant PSCAD EMT model from manufacturer real-code models, check it against the accuracy, usability and efficiency features in Business Practice #84, and test plant performance in a low short-circuit ratio (SCR) system down to an SCR of 2.0.
  • Develop the ASPEN (.olr) short-circuit model with converter interfaced resource representation, step-up transformer and tie-line data, and the short-circuit performance tables that Business Practice #84 requires.
  • Benchmark the PSS/E positive sequence dynamics model against the PSCAD EMT model for the same disturbances and document the comparison.
  • Complete the Business Practice #84 Appendix checklists and submittal information so the modeling package is ready by the earlier of the return of the executed Cluster Study Agreement or PacifiCorp's written request.
  • For electric storage, document the charging and discharging operating assumptions and the control technologies that enforce them, and prepare the storage data that Business Practice #85 lists.
  • Prepare you for the Scoping Meeting with POI alternatives and technical data, and support your POI designation and review of the Cluster Study Agreement before the Customer Engagement Window closes.

Stage 2: Cluster Study and Cluster Restudies

  • Respond to PacifiCorp's technical data requests and deficiency notices during the Cluster Study with updated models and documentation.
  • Review the Cluster Study Report and any Cluster Restudy Report (power flow, stability and short-circuit results, and the Interconnection Facilities and Network Upgrades assigned to you) and support you at the Cluster Study Report Meeting.
  • Provide modeling support to resolve plant instability or weak-grid performance issues identified in the stability analysis, including control tuning with the original equipment manufacturers (OEMs).
  • Evaluate mitigation options and permitted modifications under OATT Section 39.4, including technical parameter changes and Permissible Technological Advancement requests under OATT Section 39.4.6 and Business Practice #81, and prepare the updated models that every modification request must include.
  • Support you at each post-study decision point (continued Site Control and readiness demonstration, or withdrawal) with a technical summary of study results and restudy exposure.

Stage 3: Interconnection Facilities Study, LGIA and Construction

  • Support you through the Interconnection Facilities Study, including the technical data delivered with the executed Interconnection Facilities Study Agreement and written comments on the draft Interconnection Facilities Study Report.
  • Review the technical provisions of the draft LGIA and its appendices, including ride-through, power factor and primary frequency response requirements, and provide technical input to you for LGIA negotiation.
  • Update the plant models as equipment selection, firmware, collector design and transformer test data become final, and screen each change against PacifiCorp's Material Modification Evaluation Process (Business Practice #83) before you commit to it.
  • Prepare the LGIA Article 24.3 updated information submission (completed LGIP Appendix 1 data with manufacturer information) before Trial Operation, and support any studies PacifiCorp performs when the data differ materially from the study data.
  • Prepare the user-defined model package in PSS/E format (.dyr and .dll, version 34 or higher) in time for you to submit it at least six months before the Commercial Operation Date, as Business Practice #84 requires.
  • Verify that plant control and protection settings meet the LGIA ride-through requirements (PRC-024-3 or its successors, now North American Electric Reliability Corporation (NERC) PRC-029-2 for inverter-based resources and PRC-024-4 for synchronous units) and the power factor range in Business Practice #84 before energization.

Stage 4: Trial Operation, Testing and Commercial Operation

  • Update the plant models with as-built design parameters and as-tested settings, and prepare the LGIA Article 24.4 supplement of as-built and as-tested information.
  • Develop the test plan for the tests PacifiCorp requires before the Commercial Operation Date, including the written initial commissioning procedure that Policy 139 requires for PacifiCorp approval, generating unit baseline and model validation testing per WECC criteria, the steady-state power factor leading and lagging tests in Business Practice #84, the step voltage test with validated recordings for synchronous units under LGIA Article 24.4, and testing of storage control technologies where PacifiCorp requires it.
  • Perform the voltage droop coordination study that PacifiCorp's study reports assign to you before unit testing, in coordination with PacifiCorp, and compile the inverter test results that show the ride-through settings PacifiCorp requires.
  • Conduct model validation studies that compare staged test results with PSS/E and PSCAD simulations, and tune model parameters where the results differ.
  • Prepare the Policy 139 close-out model set due within 120 calendar days after the Commercial Operation Date: updated EMT (PSCAD), PSS/E user-written and WECC generic dynamic models, the generating unit baseline and model validation test reports, and benchmarking comparisons of each dynamic model with the others. You submit.
  • Respond to PacifiCorp information requests during Trial Operation and Pre-Commercial Operation Date testing.

Stage 5: Post-Commercial Operation

  • Update the models after any change to inverter-level or plant-level controls, settings, equipment or topology, screen the change against PacifiCorp's FAC-002-4 Qualified Change Definition, and prepare the updated EMT, PSS/E user-written and WECC generic models that Business Practice #84 and Policy 139 require after such a change.
  • Prepare the technical package for LGIA Article 5.19 modification notices and Business Practice #83 Material Modification Evaluation Requests (one-line diagrams and equipment models). You submit.
  • Support the LGIA Article 24.4 information updates that follow equipment replacement, repair or adjustment.
  • Support NERC MOD-026-2 (Verification and Validation of Dynamic Models and Data) model verification and the model and data requests of PacifiCorp's Transmission Planner.

Assumptions and considerations

How the scope is bounded.

  • This module covers new requests under the current Part IV LGIP in PacifiCorp's OATT Volume No. 11 (posted June 15, 2026), which PacifiCorp revised for Federal Energy Regulatory Commission (FERC) Order No. 2023 in Docket ER24-2017. Requests in the Transitional Cluster Study under LGIP Section 40.1.1.2 (posted on PacifiCorp's Open Access Same-Time Information System (OASIS) as Transition Cluster 2), or governed by OATT Attachment Y (Interconnection Queue Procedures for Pre-Order No. 2023 Interconnection Requests), follow those provisions, and we map our stages to them.
  • The Cluster Request Window opens each September 7 and runs forty-five Calendar Days; requests outside the window are not considered. We prepare the technical content; you submit the Interconnection Request, deposits and readiness documents through PowerClerk.
  • We provide the models compatible with PSS/E version 34 or higher, PSCAD and ASPEN (.olr), as Business Practice #84 Rev 1.0 requires. If PacifiCorp revises Business Practice #84, we follow the version in effect at submission.
  • Business Practice #88 Rev 0.0 (readiness and Site Control, effective March 17, 2023) predates the current LGIP and is under revision; PacifiCorp posted a revised draft for comment on October 6, 2026. The OATT controls where they conflict.
  • Business Practice #84 requires EMT models for inverter-based resources with an individual unit of 10 MVA or larger, or an aggregate of 20 MVA or larger, connected at 60 kV or higher. Smaller facilities connected below 60 kV supply steady-state and short-circuit data only, unless PacifiCorp decides on an application-specific basis that it needs dynamics or EMT data.
  • LGIP Appendix 1 asks for a validated user-defined model with the Interconnection Request, while Business Practice #84 does not require user-defined models with the initial application and requires them at least six months before the Commercial Operation Date; we prepare the user-defined model for the Interconnection Request when the OEM model is available and update it for the pre-Commercial Operation Date submission.
  • PacifiCorp follows effective WECC Regional Standards and Criteria (Business Practice #2), and WECC base cases use WECC-approved dynamic models; we deliver both the WECC-approved generic models and the user-defined models PacifiCorp requires.
  • State-jurisdictional interconnection procedures (qualifying facility, Oregon, Utah and Washington) and market participation obligations under OATT Attachment T (Extended Day-Ahead and Energy Imbalance Market) are outside this module.
  • We rely on you for timely and accurate information, including OEM models and data; we assume no responsibility or liability for the accuracy of information supplied by you or your suppliers.
  • We do not guarantee the accuracy or quality of any models supplied by the OEMs.
  • This scope includes one round of corrections with the OEMs and engineering, procurement and construction (EPC) contractors per model type and stage; further rounds are additional support, approved in writing.
  • We use engineering judgment and best practices where PacifiCorp requirements are silent or ambiguous.
